The Manager implements the financial strategy for all institutional shared resources (>30), institutional research programs, research infrastructure across the institution and the Cancer Center Support Grant (CCSG); in collaboration with the Director, Office of CCSG & ERD Administration and the Associate Vice President for Programs, Infrastructure & Planning. Will design and develop complex and relevant data analysis, including the formulation of financial components of business plans related to research programs and shared resources, feasibility studies, benchmarking analyses, and pricing strategy for institutional shared resources. Will provide input, assessment, and guidance across the research organization from a financial perspective to enable data-informed decision-making. Works directly with the Office of CCSG Management, Research Finance, CCSG Leaders, Institutional Core Facility Directors and institutional executive leadership on the evaluation and review of research programs, proposed new shared resources and services as well as assesses the financial impact of closure of shared resources. Develops, implements, and maintains fiscal policy and internal controls for the division (CCSG and Extramural Research Development). Initiates and fosters effective working relationships across the organization between MDACC faculty and staff, department chairs, senior leadership, and various administrative departments.
Key Functions
Financial Strategy & Management (30%)
· Provides financial direction to the shared resource cores, research programs, and departments.
· Directs, supports and implements operational and financial programmatic requirements for institutional shared resources and research programs.
· Serves as a Divisional representative for operational and financial programmatic requirements implemented by the institution.
· Leads project teams and committees related to critical business issues and opportunities at the Divisional and institutional level.
· Oversees financial management of all institutional research programs and institutional core facilities (~30).
· Ensures shares resources break even by year end and comply with funding agency requirements and the MDACC institutional service center policy.
· Provides senior administrative support, highly advanced analysis, and project management to the departments related to core facilities and the CCSG.
· Serves as a financial advisor, instructor, resource link, and subject matter expert for research and academic program departments throughout the institution.
· Implements, coordinates and manages specially assigned financial projects from initial planning to completion.
· Collaborates with faculty, departments, and other customers to enhance project outcomes.
· Participates on assigned committees as a financial representative for institutional shared resources at MDACC.
· Participates on shared resource advisory committee meetings.
Funding Source Management/Annual Operating Budget (30%)
· Manages the overall budget of the CCSG ($77M) and ensures compliance with federal, state and institutional regulations·
· In collaboration with division leadership, provides overall fund management for funding sources related to institutional core facilities (>30) and institutional research programs.
· Oversees the preparation of financial components of annual business plans for all institutional shared resources and institutional research programs
· Uses financial judgment to provide input on programmatic development as identified in the annual operating budget
· Works with department leadership to forecast, prepare and monitor budget data, ensuring its accuracy
· Works with department leadership to track and manage budgets and expenditures monthly and advises on mid-course corrections.
· Manages the capital equipment request and asset management processes for all institutional cores throughout the institution.
Fiscal Policy and Internal Controls (25%)
· Maintains overarching fiscal policy in accordance with institutional policy and sound business practices, including the establishment of internal financial controls.
· Ensures compliance with institutional and federal policies and procedures related to financial compliance matters
· Recommends, evaluates and implements solutions and best practices to enable more efficient financial operations management.
· Communicates rules and expectations regarding research funding and resources to shared resource directors, staff, and faculty
· Performs periodic audits to ensure that financial management standards are maintained. Oversees fund stewardship, ensuring that fund expenditures are appropriate and allowable, and holds people accountable for compliance.
· Serves as a resource for division and department leadership in identifying patterns and trends of fiscal concern.
· Maintains institution-wide security access to MDACC computer systems as required per the scope of duties of this position.
Management and Organizational Effectiveness (10%)
· Develop, coordinate, prepare and implement project plans to support Office of CCSG and Extramural Research Development initiatives designed to improve financial management functions. Monitor progress and take corrective actions as appropriate.
· Establish, monitor, and adhere to project timelines. Monitor results to ensure goals are met.
· Work collaboratively and effectively with the Strategy and Operations team and the Strategic Research Initiative team in the Office of the CSO.
· Provides mentorship to financial and administrative personnel as needed.
· Participates in interview processes and contributes to evaluations throughout the institution as needed.

Education
Required: Bachelor's degree in Business Administration, Accounting, Finance or related field.
Preferred: Master's degree in Business, Accounting, Finance, Healthcare Administration, or related field
Experience
Required: Five years of professional experience in finance, accounting or related field to include at least three years of supervisory or project management experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
Must pass pre-employment skills test as required and administered by Human Resources.
Preferred: Four years (4) or more years of directly relevant management experience. Management experience must reflect expansion of role, scope, and complexity over time. Progressive finance, business management and research administration experience in a healthcare environment. Experience to include budgeting, financial reporting, cost-analysis, data analysis, benchmarking, strategic planning, query development and report design. In depth knowledge of OMB circulars and federal financial regulations for grants and contracts. Exceptional analytical and software skills
