Job Description: | This position reports to the Director of the Rinker School of Construction Management within the College of DCP. It is responsible for coordinating and managing the financial staff and operations of the Rinker School and serves as its budget officer. The primary duties include leading and overseeing the business and financial activities of the school, as well as analyzing financial information for long-term strategic planning. This role is accountable for the day-to-day management and approval of financial transactions, including disbursements, budget development, implementation, and reporting. The position works directly with the director to keep them informed of the school’s fiscal status and any issues that may require their attention. Budget Management The Finance Manager is responsible for overseeing the production of accurate and timely budget and expense management reports, as well as analyzing and interpreting financial data for planning and control purposes. This role includes implementing budget performance tracking to ensure adherence to directives and proactively addressing any unfavorable variances through analysis and strategic adjustments. Additionally, the position is responsible for developing, managing, and analyzing the department’s operating, auxiliary, and other fund budgets, as well as performing budget analyses and making revenue and expenditure projections. The Finance Manager monitors cash flow and expenditures to ensure alignment with budgetary goals and organizational objectives. They identify and implement efficient accounting practices to reduce turnaround times for payment processing, facilitating better monitoring of fund usage and prioritization. The role also includes developing improvement concepts, implementation timelines, and resource assignments to support progress toward collaborative financial and budgetary goals and initiatives for the Rinker School. Financial Reporting Regularly monitor and prepare detailed financial reports, including income and cash flow statements, for presentation to the School Director, along with recommended courses of action. Provide comprehensive financial insights and recommendations to support strategic decision-making based on these reports. Identify and implement efficient accounting practices to reduce payment processing turnaround times and improve monitoring of fund usage and prioritization. Establish and disseminate school, college, and UF policies regarding training procedures and approval authority, ensuring transactions comply with UF guidelines. Enhance communication of the department's financial performance and status to key stakeholders, fostering a clear understanding of the financial landscape. Fiscal and Administrative Operations Oversight The role involves overseeing fiscal staff and operations, including procurement, travel and disbursements, accounts receivable and collections, personnel and payroll, asset management, petty cash/gift card funds (HSP), and account reconciliation, all while ensuring compliance with UF policies and guidelines. It also includes managing the department's annual space allocation in collaboration with the School Director, facilities personnel, and Dean’s Office to ensure accuracy, completion, and compliance. The position supervises and collaborates with unit personnel to ensure accurate and timely certification of effort and faculty assignments each semester. Staying informed on effort policies and procedures is essential, along with communicating updates to college faculty and staff. Additionally, the role plays a key part in planning and administering departmental and project activities. The position also supervises a Research Administrator and is responsible for resolving escalated fiscal and research issues to ensure the smooth operation of the department. Internal Controls and Compliance Implement and maintain internal controls to ensure efficient and effective financial management, along with proper segregation of duties. Ensure compliance with college, university, state, and federal regulations, and take all necessary actions to fulfill financial and legal obligations. Other duties as assigned by School Director

Expected Salary: | $75,000 - $90,000 |
Minimum Requirements: | Bachelor's degree in an appropriate area and six years of relevant experience; or an equivalent combination of education and experience. |
Preferred Qualifications: | Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; Master’s degree or professional certification (e.g., CPA, CMA) preferred. |
