This position specializes in the review of tax payment received from employers and/or authorized representatives regarding Michigan Unemployment Insurance Accounts for reconciliation and ascertain if credit write-off is needed and make recommendations. The position is responsible for coordinating tax rate testing, verifying the results, and reporting the results to the Compliance Section for review by external auditors. The position will be responsible for addressing positive reserve balance, validating the proof of wages, and reviewing of uncollectible debt for write-off relative to proof of claims.


This position provides professional and technical assistance interpretation of laws, policies, and rules to employers and/or authorized representatives, agency staff, governmental agencies, and public on all aspects of Contributing and Reimbursing Programs. The position will research and analyze employers not complying over one year duration with tax reporting requirement.


This position will assist and support with proof of claims for bankruptcy, receivership, Assignment For Benefit of Creditors (AFBC), and probate. Analyzes findings and determine impact of financial adjustments on the employer’s account; review appeal packages; articles of incorporation, by-laws, operating agreements, court orders and determine impact on the employer’s account and any conflict with the Agency’s rules, regulations, policies, procedures, and the MES Act. Review decisions and rulings from administrative hearings, Board of Review, Circuit Court, and other higher-level authority and determine the effect on the Agency’s rules, regulations, and MES Act. Determine if the administrative decisions and rulings are precedent setting. Review of determinations, redeterminations, and reconsiderations for accuracy and determine if the documents support the decisions made.

Required Education and Experience





Education for Financial Analyst 9-P11


Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.

One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.












Alternate Education and Experience





Financial Analyst (Departmental Trainee) 9


Educational level typically acquired through completion of high school and two years of experience as an Accounting Technician E9 and/or 10, Account Examiner E10 and/or 11, Account Examiner Supervisor 12, or Office Supervisor 9-10 (with the bookkeeping subclass code); or, one year of experience as an Account Examiner Supervisor 13, or Office Supervisor 11-12 (with the bookkeeping subclass code).


Educational Substitution


College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.
