Job Summary
Assist in the creation of the program and budget; justify the resources (manpower and funding) to support the strategic plans of the highest levels of the government customer and community. Assist in the defense and execution of the appropriated, unexpired resources to support the day-today mission activities; perform statistical and graphical analysis on various aspects of resources management such as on the rate of execution of funding, fill-rates of authorized positions, workforce skills, size and cost, and success in obtaining appropriations for new program requests. Advise management on the regulatory aspects of resources management to avoid violations such as anti-deficiency and misappropriation of resources.
Primary Responsibilities:
- Assist with the compilation and reporting of programs and budgets, preparing financial presentations and other materials to support the agency and DOD programming and budgeting processes.
- Assist with preparation of program and budget information for submission to the customer.
- Assist with the interpretation of requests for data and facts; acquire, analyze, and prepare presentations of program and budget data for use in program decision-making.
- Assist in the preparation of tasking requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for review and analysis.
- Assist with the analysis of funded requirements combined with the execution history and assist in the analysis and reporting of planned versus actual requirements and funding.
- Prepare program/project and budget information for submission to the customer.
- Assist in the development and maintenance of funding profiles for programs, projects, or contracts.
- Assist in monitoring expenses against budgets.
- Compile and report on programs and budgets, prepare presentations and other materials to support the customer programming and budgeting processes, and basis of estimates.
- Prepare tasking requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for Government review.
- Assist in the creation of budget or financial planning for an organization, organizational unit, program, or expenditure/cost center. to identify potential variances.
- Assist the customer with strategic business planning.
- Analyze financial data and transactions for appropriate use.
Security Clearance requirement:
- Must possess active TS/SCI with polygraph clearance to be considered for this role.
Qualifications:
- Ten (10) years of DOD or commercial experience in purchasing or finance and a Bachelor's Degree with a business focus is required. In lieu of a degree, Certified Defense Financial Manager (CDFM), or DAWIA Level III in Business/Financial Management, and three (3) years of directly related experience for a total of Thirteen (13) years will be considered on a case by case basis.
- Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance is required.
- Experience in budget planning, budget preparation and budget execution for acquisition programs is required. Customer's financial management system (currently FACTS) experience is preferred.

Pay Range:
Pay Range $87,100.00 - $157,450.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
