Job Summary
Provides financial counseling to uninsured/underinsured patients by screening for potential Medicaid eligibility, assisting with the application process through determination, providing education regarding the Affordable Care Act and assisting with navigation through the marketplace, arranging payment plans, generating price quotes, and processing Financial Assistance Applications, for patients of Uptown Community Health Center. Provide auditing of all PFA team.
Role Specific Duties
Financial Counseling
- Meets with patients and screens for potential Medicaid/State Public Benefit eligibility according to state-based guidelines. completes and submits appropriate applications to the Department of Human Services or MA Site as applicable. Follow up through determination.
- Educates patients about the Affordable Care Act, including potential eligibility during both open enrollment and in the situation of the qualifying events. Explains qualified health plans, essential health benefits, differences in plan affordability, premium tax credits, and cost-sharing. Assists individuals navigating through the web-based State or Federal Marketplace
- Meets with patients to review and process financial assistance applications. Ensures completeness, verifies supporting documentation, and determines eligibility.
Auditor
Audit and Compliance:
- Conduct thorough and regular audits of financial counseling applications, including demographic data, insurance information, eFAM cases, trackers, and notes.
- Ensure compliance with federal, state, and organizational regulations specific to Colorado Medicaid, charity care, and grant programs.
- Identify and document discrepancies, errors, and areas for improvement, ensuring that all records are accurate and compliant.
Training and Development:
- Provide targeted training and constructive feedback to the financial counseling team with the Practice Administrator, ensuring they understand and adhere to audit standards.
- Develop and implement plans to address any deficiencies or areas needing improvement identified in the audits.
- Monitor and assess the effectiveness of training programs, making adjustments as needed to maintain high levels of accuracy and compliance within the team.
Quality Assurance:
- Verify that all corrections identified during audits have been implemented by the financial counseling team.
- Maintain detailed records of audit outcomes, including corrective actions taken, and track progress over time to ensure continuous improvement.
- Report audit scores, findings, trends, and areas of concern to management regularly, ensuring transparency and accountability.
Regulatory Compliance:
- Stay up-to-date with changes in regulations pertaining to Colorado Medicaid, charity care, and grant programs, ensuring that all practices and policies are current and compliant.
- Implement necessary updates to procedures and guidelines to reflect changes in regulatory requirements.
- Ensure that the financial counseling team is informed and trained on any changes in regulations or policies.
Licensure/Certification/Registry
CAC certification (Certified Application Counselor) and CAAS certification (Certified Application Assistant Site) is required upon hire or must be obtained within 60 days of hire.
Qualifications and Experience
Required:
- High school diploma or GED equivalent
- One (1) year experience in healthcare
- Experience in financial counseling, auditing, or a similar role within a healthcare or FQHC community health center is highly desirable.
- Familiarity with Colorado Medicaid, charity care, and grant regulations is essential.
- Strong analytical skills and attention to detail, with a deep understanding of auditing techniques and quality assurance practices.
- Excellent communication skills, both verbal and written, with the ability to provide clear feedback and training.
- Proficiency in using financial software and tools relevant to the role.
Preferred:
- Bachelor's degree in finance, accounting, healthcare administration, or a related field.
- Experience with Epic application and health record.
- Experience working with and sensitivity toward special populations, including those with limited income, limited education, and non-English speaking individuals.
- Bilingual English / Spanish, complete comprehension, literacy, and fluency in both languages.
