Financial Management Consultant - Navy - for BSO-12 Accounting Support
Position Overview: Seeking a highly experienced Management Consultant to support the Department of the Navy (DON), Secretariat Comptroller Division (BSO-12) with accounting reconciliations, Journal Voucher (JV) research, budget execution metrics development and financial performance reporting. Candidate will leverage experience with Navy ERP, Navy accounting operations, ADVANA/Jupiter, and Fund Balance with Treasury (FBwT) reconciliations to assist the client in monitoring budget execution requirements and period close postings while in close coordination with other Secretariat offices, other Budget Submitting Offices, and the Defense Finance and Accounting Service (DFAS).

Position Overview: Seeking a highly experienced Management Consultant to support the Department of the Navy (DON), Secretariat Comptroller Division (BSO-12) with accounting reconciliations, Journal Voucher (JV) research, budget execution metrics development and financial performance reporting. Candidate will leverage experience with Navy ERP, Navy accounting operations, ADVANA/Jupiter, and Fund Balance with Treasury (FBwT) reconciliations to assist the client in monitoring budget execution requirements and period close postings while in close coordination with other Secretariat offices, other Budget Submitting Offices, and the Defense Finance and Accounting Service (DFAS).
Key Responsibilities:
- Oversee daily budget execution of BSO-12 funding, including tracking of execution, abnormal accounting balances, undistributed balances and coordinating spend plans.
- Review JV packages and develop justifications to support or address corrections to JVs in close coordination with BSO-12 leadership and DFAS.
- Expertise in cost analyses and strategic decision-making to improve the budget execution and contract management of BSO-12 customer (i.e., Secretary of the Navy Staff Offices)
- Capability to manage programs and drive financial improvements, including the development of strategic plans, schedules, briefs, reports, and presentations for DON and other high-level leadership.
- Ability to support and provide oversight for multiple Action Teams, coordinating and executing project plans, monitoring trends, and identifying budget and contract management execution gaps across initiatives to ensure cohesive program advancement. This includes:
- Collaborating with BSO-12 stakeholders to understand their needs and provide expert advice on budget monitoring, responding to financial audit requirements, and period close adjustments.
- Analyze execution trends and data within Navy ERP, DAI and SABRS to identify opportunities for a reallocation of funds, cost savings and efficiency improvements.
- Ensure compliance with Navy policies and instructions while conforming to the DoD Financial Management Regulations (FMR).
- Bachelor’s degree in accounting, Business Administration, Finance or related field; Master's degree preferred.
- Minimum of 8 years of experience in financial analysis and budgeting, with at least 5 years in a consulting role.
- Strong analytical and problem-solving skills.
- Excellent communication and stakeholder management abilities.
- Proven experience with the Navy ERP, DAI and SABRS/SMARTs
- Proven experience in spend analyses and reporting.
- Proven experience in analyzing and coordinating budget execution reporting while leveraging ADVANA/Jupiter platforms.
- Ability to work onsite at the client office 5 days a week; onsite support occurs in a secured building.
- Experience working with the Department of the Navy; FMB or Navy Secretariat Staff Office experience is highly desirable.
- Security Clearance Requirement: Secret
