Summary:
This position is in the Bureau of Overseas Buildings Operations (OBO), Deputy Director for Resource Management (RM), Office of Financial Management (FM), Fiscal Operations (FO) Division. FM provides accounting, budgeting, and financial management services for all of OBO's programs, with responsibility for coordinating budget development, tracking the review and approval process, allocating funds, maintaining financial controls, tracking expenditures, and processing vendor invoices for payment.
Major Duties:
The incumbent serves as a Financial Management Specialist assigned to OBO/RM/FM/FO, and is responsible for providing financial statements and reports, including cost reports and balance sheets, to operating officials for informational and financial planning purposes; planning and conducting studies to determine requirements for updated financial information; including analysis and forecasting of usage of funds within a defined segment of OBO operations; developing financial data and interpreting reports and financial data in support of program review and analyses to discern program trends. In furtherance of these responsibilities, the incumbent performs tasks and assignments that include, but are not necessarily limited to the following:
- Verify that obligations have been established accurately and timely by reviewing the Department’s official accounting records before payment requests are processed through the financial management tracking system; ensure that funds are available for expenditure and take corrective action as required; and notify management concerning possible ratification items.
- Analyze and reconcile contract and financial data for contract for operations and maintenance, capital funds programs or new construction, or major rehabilitation of owned or leased buildings, including embassy complexes, residences; multi-story office and residential buildings, and support facilities.
- Prepare complex financial reporting and responses, including vendor information, narratives, and disbursement for management review.
- Review, verify, and process invoices submitted by OBO contractors for design, construction, rehabilitation, and goods and services provided in support of OBO programs.

Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience developing a wide variety of analytical report reflecting program status, trend and the identification of program area for program management resolution, and to present facts and recommendation in clear concise and logical terms, both orally and in writing.
- Experience with budget execution, accounting and applying financial management principles.
- Experience applying appropriate techniques and methodologies to analyze complex financial, program and organizational issues to determine financial implications and recommend solutions, and to resolve unusual challenging problems that routine analysis may not resolve.
There is no substitute of education for specialized experience for the GS-12 position.
