Salary: $85,000 - $95,000

SUMMARY:
This position would be the main financial advocate, with responsibility for accounts receivable, accounts payable, banking, billing, purchasing, accounting, mail clerk and lease coordination for all Residential Clients in the State. Supervises Assistant Director and all Rep Payees and serves as alternate point of contact for guardians, clients and other stakeholders regarding client finances. Supports team through training, assigning tasks and providing feedback regarding team members to the Assistant Controller and/or Area Director as required. Tracks and maintains compliance for the entire WA Finance Dept.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Supervises Residential Services Client Finances in processing/ensuring payment of bills for residential clients including rent, utilities, phone, etc.
- Works in the field with clients supporting anything with Social Security, EBT, Section 8, etc.
- Oversees and supervises Assistant Director and Rep Payees
- Ensure compliance with regulatory requirements for department
- May meet with clients, or provide direct support with any management of funds or client financial goals.
- Maintains compliance with policies and tracks compliance for the department. Shares monthly compliance reports with Area Director, Residential Director and Executive Director.
- Meets with the RFCN team on a weekly basis to discuss any emerging issues or support that is needed for the department.
- Ensures Rep Payees are reviewing programs and auditing monthly.
- Reviews QA audits for any financial concerns.
- Works closely with Area Directors for any support that is needed.
- Works with Residential House Managers, Client Services Program Manager and Area Director to ensure all client receipts and logs are completed accurately and provides individualized training to supervisors and lead staff as needed.
- Daily Reconciliation - Supervises the downloading bank transactions and receipt coding for all residential clients.
- Bank, EBT, and Petty Cash Reconciliations - Supervises Rep Payees to ensure bank accounts, EBT and petty cash accounts are reconciled.
- Works with Housing authorities to ensure clients section 8 vouchers are kept up to date and applies annually for all clients
- Reviews Client AR Aging - Ensures company is paid back for all residential clients timely.
- Quarterly Reports - Ensures quarterly reports are produced for all residential clients.
- Residential Allowance Requests - Ensures requests are submitted in a timely manner.
- Individual Financial Plans – Review and track compliance for all plans.
- Keeps up to date with any WACs or DDA policy changes regarding Client Finances
- Supports in training House Managers in Finance training
- Rep Payee - support the Rep Payees in onboarding clients and maintaining compliance.
- Other duties as assigned
REQUIRED QUALIFICATIONS
- Minimum of four (4) years demonstrated success working with persons with disabilities and maintaining confidential information.
- Ability to pass Federal government security clearance.
- Demonstrated functional knowledge in basic accounting principles and terminology.
- Strong and effective writing, verbal, and negotiating communications skills including the ability to do so in a concise manner, even when doing so regarding complex issues to a variety of people.
- Excellent interpersonal, relationship-building and collaboration skills to be able to work effectively with others inside and outside of the organization; relationship builder with the flexibility and finesse to “manage by influence”.
- Demonstrated functional knowledge of complex state and federal laws, rights protection statutes and regulations.
- The ability to take direction and independently follow through on all instructions.
- The ability to research, analyze, and disseminate relevant issues and apply information effectively.
- Willingness and ability to travel extensively, even to remote rural locations.
- Excellent detail-orientation, follow-up skills and organizational skills plus the ability to multi-task and work under challenging conditions while meeting deadlines.
- Knowledge and skills to appropriately implement instruction.
- Demonstrated ability to manage individual workload so services are delivered timely and appropriately.
- Strong working knowledge of Microsoft Office suite (Outlook, Word, Excel, PowerPoint) & Google suite.
- High level of commitment to service excellence, plus high degrees of integrity, ethics and judgment are a must.
PREFERRED QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, or related field.
- Computer processing skills, general accounting and bookkeeping training, record keeping practices and training, or related job experience of greater than three years in a similar position.
- Experience reviewing and analyzing financial records
- Experience or understanding of Social Security Income and resources regulations
- Experience working with DDA and DSHS.

- To successfully perform the essential duties of this position, an individual must be able to sit at a desk for four or more hours per day.
