Join a dynamic, team-based environment supporting the values and human service mission of the Department of Family Services (DFS). Under the supervision and direction of the Financial Specialist III, this position serves as non-local travel finance coordinator for the Department of Family Services (DFS) and supervises one administrative assistant IV. Prepares accounts payable reports for management, mandated audit records, and state LEDRS transactions. Responsible for accounts payable, accounts receivable, and procurement payment documents. Reviews accounts payable financial postings for accuracy. Oversees DFS Travel Program and Gift Card Program, including procurement card management, purchase order tracking, funds reservations, and high priority payment documents, vendor account creation, employee reimbursement, complex financial reconciliations, and conducting onsite safe audits. Analyzes spending and availability of funding to ensure encumbrances are maintained. Assists the DFS Budget Unit staff with anticipated travel budget needs. Maintains all bank wire revenue by researching, tracking, processing, and reconciling all incoming revenue bank wires. Works directly with DFS program staff, the Department of Finance, and the Department of Procurement and Material Management to ensure county policies are followed, financial requests are completed, and required reporting is documented. Supervises an Administrative Assistant IV and oversees and approves administrative level accounts payable, accounts receivable, and procurement work. Reviews, tracks, and approves funds reservations, payment documents, journal entries, and cost reallocations completed by Administrative Assistant IV. Provides excellent customer services to internal and external customers and be able to work and make decisions independently and be available during peak business hours.

Prepares financial statements and reports and reviews for accuracy;
Oversees the processing of budget, procurement, and/or payment documents;
Analyzes cost, revenue and operating expenses;
Maintains special revenue/account funds;
Develops, prepares and justifies the budget for a small agency or assists with budget
development for a large agency.
Required Knowledge Skills and Abilities

Knowledge of accounting theories, bookkeeping, public budgeting, and grant administration;
General knowledge of laws ordinances and regulations governing municipal finance;
Ability to interpret automated financial reports and financial policies and procedures;

Ability to complete budget documents in accordance with the Department of Management and Budget.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County
workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a credit check, and a Child Protective Services check to the satisfaction of the employer.

Ability to file and retrieve hard copy files from a high file cabinet.

- Experience working in accounts payable and accounts receivable.
- 3 years of finance related work experience.
- Experience with SAP or similar enterprise-wide systems
- Strong customer service philosophy.
- Experience organizing and managing digital records.
- Ability to efficiently prioritize workload and adhere to deadlines.
- Strong interpersonal and communication skills and the ability to work effectively with employees at varying levels of authority
- Ability to communicate concisely
- Ability to make recommendations to effectively resolve problems or issues
- Intermediate proficiency with Microsoft Office Suite applications, including Outlook, PowerPoint, Excel and Word.
- Experience in working with data from multiple sources and in variety of formats: Excel, csv, databases, etc.;
- Attention to detail, problems solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment;
- Ability to gather and analyze data and to generate reports.
- Ability to work both independently and within a team setting.
- Completed at least six credit hours of basic accounting principles and concepts.
