Overview
Fiscal Analyst position perform budgetary, fiscal management, data systems development, purchasing and analytical work, making independent judgments and decisions based on evaluative and innovative thinking with minimal supervision. Perform work under the general supervision of Fiscal Officer II and provide latitude for independent action. An incumbent in this class may assist higher-level professional positions or provide technical guidance to other members of administrative support staffs in developing and preparing budgetary and contractual data and information. Work progress and accomplishment are regularly reviewed, and completed work is assessed, evaluated, and redirected, if necessary.

Minimum & Additional Requirements
Two Year College Degree with coursework in accounting or financial management; at least three years of progressive experience in the field of accounting and financial management; at least one year of work experience involving public accounting or public financial administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Experience in public administration, finance accounting, creating spreadsheets and budget preparation, vendor procurement methods, development and review of performance indicators, report presentation methods and procedural review and development; contract management to include preparing bid documents, ensuring contractors adhere to terms of contracts, and tracking expiration dates; ability to analyze, interpret and report research findings; ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor; ability to maintain effective working relationships; ability to communicate clearly and effectively, both verbally and in writing.

Fiscal Analyst’s key performance objectives:
- Assist with Munis financial system, Rec Trac financial system, Talent Peak Performance Management system, purchase requisitions, refunds, vendor contracts, travel vouchers, procurement p-card transaction management and encumbrances, Monitor Cash Collection, internal control
- Analyzes administrative and operational procedures, applying such techniques as work measures, and makes recommendations to achieve better accountability.
- Follow up with procurement and managers for discrepancies.
- Analyze accounts in preparation for the year-end closing. Discuss findings with the Division Chief and managers of related accounts.
- Monitor processes for deposits to Finance Office.
- Prepares monthly, quarterly, yearly financial statistical activities reports.
- Works on special reports as required by the Department.
- Serve as a liaison with ITS to coordinate services with ITS and monitor/maintain records departmental actions on projects. Provides support to staff to develop the technological skills staff needs to perform their job efficiently.
- Audit accounts for appropriate charges between CIP and operating funds.
- Perform highly responsible duties under general supervision of Fiscal Officer II
- Performs related work as required.
- Develop and provide training and assistance for staff on Munis, budget/expense tracking, cash collection, and RecTrac reporting.
