About the Job
The County of Riverside's Waste Management Department has an opportunity for a Fleet Services Manager (FSM), that will be assigned in Moreno Valley.
The FSM will be responsible for assisting the planning, administration, and operation of the Department's fleet program, including procurement, inspection, assignment, maintenance and repair. The FSM will be responsible for the disposal of the Department's extensive fleet of heavy construction equipment and heavy to light duty on road vehicle fleet, as well as fleet support over warehouse and parts systems and the refueling facilities.
Additionally the FSM will supervisor a staff that will conduct maintenance, repair, modification, and services of an extensive fleet of gasoline and diesel powered trucks, automobiles, and heavy construction equipment. They will also establish and maintain productivity standards and quality control on repair work and preventive maintenance programs.
The Department desires candidates with at least four years of experience in one of the following areas: 1) a motor fleet setting in an administrative, management, or supervisory capacity, which included responsibility for at least two of the following functions: budget preparation and control, fiscal management, general administrative systems and procedures; 2) personnel administration; or 3) a position with increasingly responsible experience in a motor fleet setting, which involved supervision of journey level automotive mechanics directly or through subordinate supervisors.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Oversee the development and maintenance of automated fleet management and fuel systems.
• Directs the analysis of fleet/warehouse operations and cost data to identify issues and trends requiring service/staffing realignment to affect increased efficiencies and cost controls.
• Develop and reviews operating procedures, methods and standards for the procurement, inspection, maintenance, repair and disposal of vehicles and heavy construction equipment;
• Determines the need for changes; implements changes in repair and maintenance policy and procedures where required.
• Establishes and maintains productivity standards and quality control on repair work; monitors and controls vehicle preventive maintenance programs.
• Estimates cost for major repairs and submits recommendations.
• Manages a warehouse system that procures, stores and issues spare parts for a wide variety of gasoline and diesel-powered trucks, automobiles, and heavy construction equipment and a variety of supplies for usage throughout the Department to ensure adequate stock levels.
• Writes specifications for and advises on the acquisition of new equipment.
• Assists in the formulation of program budget. Directs the purchase of fuels and lubricants for Department.
• Prepares necessary reports and correspondence as required.
• Selects, supervises, trains and evaluates Department Fleet/Warehouse personnel either directly or through subordinate supervisors.
• Ensures compliance with existing legislation and evaluate proposed legislation as to the operational and/or financial impact on the Department's fleet activities and presents findings to executive management.
• Assist in the selection of staff, and train subordinates in waste management principles, technical and operational procedures, and departmental policy.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, planning, environmental sciences, engineering, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years of experience in one of the following areas: 1) a motor fleet setting in an administrative, management, or supervisory capacity, which included responsibility for at least two of the following functions: budget preparation and control, fiscal management, general administrative systems and procedures; 2) personnel administration; or 3) a position with increasingly responsible experience in a motor fleet setting, which involved supervision of journey level automotive mechanics directly or through subordinate supervisors.
Knowledge of: The laws, rules and regulations that have an impact on waste management; principles of supervision, the physical, environmental and economic implications of waste management; local, state and federal legislative processes; research methods; organizational structure and jurisdiction of governmental agencies involved in the waste management process.
Ability to: Plan, organize and direct a automotive fleet program; supervise, through subordinates, skilled automotive repair work; generate and evaluate alternatives, analyze data, reach logical conclusions, formulate recommendations, and institute effective changes; establish and maintain effective working relationships with subordinates, staff members of other divisions/agencies; speak and write effectively; prepare and present clear and comprehensive reports; design and implement new procedures and evaluation techniques for technical and administrative operations; formulate program policies and identify needs; analyze fiscal and administrative problems and determine appropriate actions; effectively manage a large staff through subordinate supervisors; read and interpret specifications, rules, and regulations; deal tactfully and effectively with others, develop equipment specifications.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
