SUMMARY: Responsible for planning, management and enforcement of the City's Floodplain Management Program.

Essential duties and responsibilities may include, but are not limited to, the following:
- Evaluates and manages the floodplain regulations and Ordinances as it relates to the National Flood Insurance Program and activities related to floodplain management and development for flood loss reduction.
- Manages Community Rating System (CRS) operations, prerequisites, and credible activities.
- Frequently contacts and corresponds with federal, state, and local officials, public agencies, community and civic groups, City Departments and other individuals and organizations.
- Attends meetings of the Planning and Zoning Commission and City Council to answer questions and make recommendations for action.
- Conducts special studies, analysis, reviews and participating in workshops and conferences.
- Prepares necessary maps and reports that pertain to the Floodplain Management Program.
- Recommends modifications to the Standard Operation Procedures and policies related to the Floodplain Management Program, reviews City Ordinances for compliance with federal and state regulations.
- Processes and manages Floodplain Development Permits which includes, but is not limited to, reviewing surveys, planning, mapping and financial review.
- Conducts field inspections as it relates to floodplain development and flooding.
- Maintains pertinent records, documents, maps, data, information and files, both hardcopy and electronic as applicable, to sustain and/or advance the City's participation in the Federal Emergency Management Agency's (FEMA) and National Flood Insurance Program (NFIP).
- Reviews and processes City's concurrence with Federal Emergency Management Agency (FEMA) Letters of Map Change (LOMC) applications/request packages.
- Inspects storm drain facilities and outfalls; identifies, locates, and verifies compliance with the municipal separate storm sewer system permit.
- Reviews submitted plans for code compliance and erosion control; confirms all required forms are submitted; approves documents as appropriate.
- Attends all commercial certificate of occupancy meetings and all new residential house final inspections.
- Participates in City-wide emergency response as necessary.
- Serve as Storm Water Construction Inspector and maintain Texas Commission on Environmental Quality (TCEQ) storm water permits for City as needed.
- This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.
- For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).
- Performs other duties, special tasks, and responsibilities as directed.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
High school diploma or equivalent; AND two (2) years of experience in floodplain management; OR an equivalent combination of education, training, and experience.
Knowledge of:
- Department policies and procedures.
- City ordinances and building codes.
- Principles, practices, and methods of Floodplain Management.
- FEMA policies and procedures.
Skill in:
- Reading and interpreting plans, codes, and ordinances.
- Communicating clearly, both orally and in writing.
- Managing multiple cases and projects simultaneously.
- Establishing and maintaining effective working relationships.
- Conflict negotiation and problem solving.
LICENSE AND CERTIFICATION REQUIREMENTS:
- A valid State Driver's License may be required.
- CFM certification from the Texas Floodplain Management Association (or the ability to obtain certification within one year of hire).
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a standard office environment and at various inspection sites. May be exposed to some unsafe structures. Requires safety procedures to be followed, including the use of personal protective equipment. Employee may also be exposed to conditions and hazards associated with construction sites and stormwater facilities including potentially hazardous materials, equipment, fumes or vapors. Employee must be able to safely inspect stormwater facilities including manholes, catch basis, storm drainpipes, etc. and may also require walking on rough terrain and climbing inclines at work sites.
