About the Job
The County of Riverside Sheriff's Office is seeking to fill a Food Services Manager position to support the Correctional Institutions at Robert Presley Detention Center in Riverside and Cois Byrd Detention Center in Murrieta. Under general direction, the incumbent plans, organizes, manages, and directs the food services program for the Sheriff's Office. Additionally, the Food Services Manager will be responsible for recommending or implementing changes in policy and procedures, preparing budgets, preparing and maintaining perpetual inventories, cost accounting, food consumption, and work activity records and reports, and performing other related duties as required. Most competitive candidates will possess but not required Correctional Food Service experience.

This classificationis characterized byhavingthe responsibility for managing the food services program at all adult detention and training facilities operated by the Sheriff's/Coroner's/Public Administrator's Departmentormanagingthe food services operations at all of Probation's juvenile detention facilities.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, manage, and direct the food services program at all adult detention and training facilities or juvenile detention facilities ; recommend or implement policy and procedural changes to improve services or operations.
• Direct, through subordinate supervisors, food services operations at each facility including preparing and serving food; sanitize food preparation areas, kitchen equipment, dining rooms, and storerooms; train cooks, inmates and Regional Occupational Program (ROP) personnel to ensure the proper use of equipment; schedule subordinates to ensure timely preparation and service of meals.
• Review the work of subordinate supervisors and prepare performance evaluations; provide vacation and temporary relief as required.
• Prepare annual food, equipment and staff budgets; project and justif y needs, maintain cost controls, administer approved appropriations, and recommend adjustments as necessary.
• Determine and establish facilities, equipment and personnel requirements; recommend layout designs for new or renovated food service facilities, including kitchens, bakeries and dining areas; direct the selection, placement, use, and maintenance of food service equipment.
• Establish food requirements for inmates or juvenile detainees and prepare standard and diet menus considering factors such as special diet preferences/needs, availability and cost of foods and state code standards for caloric requirements, nutrition, and frequency of serving.
• Participate in the formulation of departmental policies and procedures as they affect the food service and delivery programs; coordinate and direct the preparation and delivery of meals to other County departments; coordinate food service activities with each facility manager .
• Conduct inspections and ensure the food services program in each facility complies with all federal, state, county, and minimum jail or juvenile detention standards as well as sanitation, health and safety regulations; ensure adherence to security procedures; direct and plan for the operation of food service facilities in emergency situations.
• Develop specifications for and direct the ordering, receiving, delivering, and accounting of all food supplies and equipment; obtain food products from private vendors through the bidding process, with or without direction from the Purchasing Department; coordinate with the Purchasing Department on new and different food products and equipment; confer with vendors and County purchasing representatives concerning quality and price of materials purchased.
• Prepare and maintain perpetual inventories, cost accounting, food consumption, and work activity records and reports; maintain the daily, monthly and annual ration control program.
MINIMUM QUALIFICATIONS
Experience: Two years of supervising and coordinating the work of cooks in an institutional or commercial kitchen which must have included planning menus, estimating food consumption requirements and purchasing food supplies.
Knowledge of: The principles of organization, management and supervision of food services; principles, methods and techniques utilized in the procurement, preparation and serving of large quantities of food; behavior of persons in jail facilities; sanitation methods for cleaning and caring of equipment; practices of ordering, storing and inventorying of large quantities of food; fundamentals of dietetics; occupation hazards and safety precautions of kitchen areas and equipment.
Ability to: Plan, organize, manage, and direct a major institutional food services program; coordinate and direct the cooking processes at physically separated facilities; effectively train and supervise subordinate personnel in the security of kitchen areas; plan menus that are nutritionally balanced and appetizing; estimate and order correct quantities of food for designated numbers of meals; follow oral and written directions; prepare and keep work and food preparation activity records and reports; provide clear and concise oral and written directions; account for and inventory equipment and food supplies; maintain effective working relationships with those contacted in the course of the work.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
