Foreman-Government Buildings at City of Fountain Valley

CLASS DEFINITION 

Oversee and perform a variety of skilled and supervisory work in the construction, rehabilitation, maintenance, and reconstruction of government buildings and facilities; and perform other duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

This journey-level classification is distinguished with the incumbent performing the more difficult tasks in facilities maintenance, which are performed with some independence within established policies, procedures, and techniques. 

SUPERVISION RECEIVED 

The incumbent works under the general supervision of the Internal Services Supervisor and exercises the day-to-day functional supervision over assigned crewmembers.

Job Overview

• Operate trucks, tractors, and various motorized and non-motorized maintenance vehicles and equipment, as needed.  

• Make routine and emergency purchases as authorized and required; review and approve invoices for payment. 

• Plan and coordinate work schedules.  

• Assist in the inspection of work under construction.  

• Prepare and maintain pertinent reports and records.  

• Evaluate the work of subordinates.  

• Provide formal or functional supervision, including training to subordinate employees in the proper use and care of equipment and proper safety procedures.  

• Enforce proper safety procedures.  

• Review service requests, schedule work to be completed, and resolve complaints, concerns, and technical problems. 

• Assist in the development of specifications, including estimating labor and materials and determining installation and repair methods.

• Perform the more difficult maintenance and repair work in the installation, maintenance, and repair of government buildings, facilities, and equipment. 

• Administer and supervise purchase orders/contracts for the Heating Ventilation and Air Conditioning System (HVAC), janitorial work, electrical work, plumbing work and other similar maintenance and repair trades, and monitors their performance. 

• Obtain proposals/bids for a variety of projects including custodial services, carpeting, roof repairs, painting, and other contract services. 

• Perform non-journey level work in carpentry, plumbing, electrical, masonry, painting, and other similar maintenance and repair trades. 

• Establish, maintain, and administer a weekly facilities maintenance schedule. 

• Troubleshoot maintenance problems involving electrical, structural, plumbing, and equipment repair or replacement. 

• Establish, maintain, and administer a preventative maintenance program for buildings and facilities.

Qualification Guidelines

QUALIFICATIONS GUIDELINE EDUCATION: 

• High school graduation or equivalent.  

• College-level coursework with an emphasis in facilities maintenance, construction management, or a related field is highly desirable.  

• Previous supervisory education/experience is highly desirable.  

EXPERIENCE: 

Previous experience in large-scale facilities maintenance and/or construction management, and the maintenance and repair of buildings and facilities is highly desirable, preferably in a municipal setting. 

REQUIRED KNOWLEDGE AND SKILL LEVELS: 

• Related work hazards and common safety rules, practices, and procedures as they apply to Public Works construction and maintenance.

• Skill in the use and maintenance of small hand tools, power equipment, and other facility maintenance equipment.  

• Establish and maintain effective working relationships with other supervisors, employees, City officials, contractors, and the public.  

• Effective verbal and written communication skills.  

• Understand and follow written and verbal instructions.  

• Safely operate a motor vehicle.  

• Plan, coordinate, and supervise unskilled, semi-skilled, and skilled subordinates. 

• Interpret and follow technical instructions and specifications related to assigned work. 

• Methods and techniques used in estimating time and materials for assigned projects.  

• Principles, practices, methods, materials, and equipment used in building and facility maintenance and repair. 

• Applicable building, mechanical, fire, plumbing, health, and safety codes. 

• Operational characteristics of boilers, heating systems, chillers, cooling systems, air conditioning systems, air handling units, pumps, electrical and electronic systems and plumbing systems. 

• Understanding, knowledge, and ability to operate an Energy Management System (EMS). 

• Modern office procedures, methods, and computer equipment including personal hardware and software applications.

REQUISITE ABILITIES: 

• Supervise and train subordinate employees.  

• Understand and carry out verbal and written instructions.  

• Prepare and maintain schedules, reports, and records.  

• Implement and oversee preventative maintenance program.  

• Perform heavy manual labor for extended periods and under unfavorable weather conditions.  

• Lift and carry heavy objects safely.

• Estimate material, equipment, and labor costs. 

• Set goals and priorities.

LICENSE REQUIRED: 

• A valid California Class C Driver’s License is required.  

• A California Class A or B Commercial Driver’s License for air-brake and manual transmissions is required at the time of appointment or the ability to obtain within the one-year probationary period. 

• A Building Operator Certification is highly desirable. 

• Maintain, at all times, all licenses and certifications required for this job classification.

SPECIAL REQUIREMENT: 

Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs. 

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS: 

Work will primarily be outdoors with full exposure to the elements but may work indoors as well. Perform strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity and use of both hands and legs appropriate to the duties to be performed.
