Oversees the development and delivery of technical and supervisory training
Develops and establishes relationships with industry peer groups, regulatory personnel, training clients, and subject matter experts to determine training/qualification requirements and meet changing business needs.Duties and Responsibilities:Evaluates safety training programs to ensure compliance with regulations set forth by OSHA, PHMSA, CPUC, etc
Fosters a strong safety culture within the Gas Operations Training Department that is an effective influence on day-to-day activities in the field
Ensures that ESCMP employee safety training requirements are met to achieve compliance goals
Evaluates company safety measures to determine if safety training activities are effective.Establishes programs that manage risk on behalf of the corporation
Develops procedures and business controls to ensure that risk to the corporation is minimized or eliminated altogether
Stays abreast of the latest information from industry regulators/experts/organizations to maintain qualification programs that are at the leading edge of compliance without losing sight of efficiency goals
Enforces corporate policies within the department
Ensures that compliance audits by CPUC, PHMSA, and internal auditors are managed so that there are zero violations
Manages the Operator Qualification program for SDGE and provides quality assurance services for Customer Service Field
This includes the management of quality control resources to review field work practices and installations to measure effectiveness of training and ensure appropriate quality standards are being maintained in areas such as pipeline construction and locate & mark.Assesses, directs, plans, and guides development of management and represented technical training/qualification programs for Gas Operations, including Gas Distribution, Gas Transmission, Customer Service Field, Gas Technical Services, Gas Engineering, Gas Planning, Moreno Compressor Station, Welding, and Pipeline Inspection
Manages best-in-class skills training programs to ensure that company and contractor employees are competent, safe, and efficient on the job
Continuously updates the strategic goals of the department so that speed-to-competency for employees is balanced with compliance, safety, and budgetary considerations
Ensures that systems are in place to review and respond to changes in regulations, standards, or procedures
Establishes relationships with industry peer groups, regulatory personnel, training clients, and subject matter experts to determine training/qualification requirements and meet changing business needs
Evaluates innovative training and qualification methods that increase employee competence and improves efficiency
Determines how to supply the needed skills training, facilitate development, and delivery
In addition, this position is responsible to partner with field managers and supervisors to assess the skills needs for management and represented personnel
Collaborates with SoCalGas Training, Standards, and Operator Qualification departments.Develops financial plans and forecasts that support corporate goals and objectives
Monitors measures and key performance indicators to ensure that financial stewardship is reconciled with training and qualification factors
Assesses training effectiveness and returns on training investment
Develops forecasts and testimony for the General Rate Case proceedings.Works with clients across the company to support gas construction activities
Provides subject-matter expertise for procedural and operational issues
Manages through subordinates welding, coating, and construction inspections on pipeline projects
Responsible for field damage and corrosion assessments and pipeline repair activities.Performs other duties as assigned (no more than 5% of duties).QualificationsQualificationsHybrid Schedule:Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.Must reside in Southern California or be willing to relocate upon hire.Required Qualifications:Bachelor's Degree or equivalent experience in Business, Human Resources, Engineering, Educational Psychology, Instructional Sciences or related field or equivalent training/experience.10 years - Experience in maintenance, construction, or training activities related to Gas Distribution, Gas Transmission, or Customer Service Field is required including supervising and developing gas utility employees or experience developing and managing training programs.Requires a strong understanding of the regulatory compliance issues related to gas industry qualifications.Ability to analyze/assess industry qualification and regulatory trends
Must be able to develop strategies and tactics necessary to maintain industry-leading programs to meet these trends.Must have strong oral and written communication skills.Must have proven ability to motivate and lead employees.Strong understanding of adult learning methods is desired.Must be able to manage O&C, capital, and refundable budgets to meet organizational goals.Must be able to work extended hours in Headquarters and field offices.Travel out of town is required.Preferred Qualifications:Master's Degree in Business, Human Resources, Engineering, Educational Psychology, Instructional Sciences or related field.5 years - Experience managing technical training programs is strongly desired.Teaching experience is strongly desired
