The Public Works Engineering Department is looking to fill a Geographic Information Technician 1 - Acting in Capacity (AIC) assignment or Limited Duration assignment. The Geographic Information Technician 1 provides Geographical Information System (GIS) technical support and assistance to the Division though research, design, implementation and management of the Division's GIS database. Provides GIS assistance to staff and the public by producing maps and related data representation.

Acting-in-Capacity (AIC) Opportunity:
+ Open to full-time, part-time City of Eugene employees. Temporary and Limited Duration employees are not eligible to apply.
+ You must meet the minimum qualifications for the AIC position.
+ This AIC assignment could last up to 24 months, per business need. At the end of the assignment, you will return to your regular position.

+ AIC pay is determined based on the applicable collective bargaining agreement or APM. Pay placement will be the minimum of your current pay so long as it is not above the max imum of the AIC salary range. Limited Duration (LD) Opportunity:

+ This LD position could last up to 24 months per business need.
+ LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.
+ If you are currently an employee, you will not have rights back to your current LD position.
+ Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.
+ The salary schedule for LD employees is t he same as used for regular AFSCME employees. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
+ LD employees are at-will and don’t have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

Examples of Duties Performed - Duties may include but are not limited to the following
Create, maintain and analyze data and maps for the Engineering Division Staff.
Understands and implements basic GIS query, edit and analysis processes.
Assists with the creation of the GIS layers in Geodatabases for use in desktop and web applications.
Interprets information from printed and digital maps, as-construct drawings, aerial photographs, tabular data and other sources and converts into GIS and tabular databases.
Uses documented procedures to maintain GIS data.
Helps define, refine and document data maintenance procedures. Helps maintain GIS metadata.
Uses Cartographic/Graphic Design Principles for print and/or digital map and/or images. Prepares data representation in map or tabular format for posters and/or reports.
Assists co-workers in the use of GIS software programs such as ArcGIS Pro, ArcMap , and ArcGIS Online Applications.
Participates with team members to coordinate and address workloads, procedures, technical issues, schedules, and other job-related activities.
Works with people from other agencies and departments on projects.
Actively supports and respects diversity in the workplace.
Performs other related duties as assigned.

Experience:
Four years of progressively responsible clerical or technical support experience, preferably in engineering, surveying, mapping, or graphics work environment.
Training:
High school education or G.E.D. equivalent and training in graphic information systems, computerized drafting or cartography.

Knowledge of:
Office practices, procedures, and programs. Basic civil engineering practices and principles. GIS data entry and editing practices.
Ability to:
Use the following mapping software: ArcGIS Desktop, ArcCatalog, ArcGIS Online, and Customized ArcGIS Desktop (GeoDart).
Use Microsoft Office (Word, Access, Excel, PowerPoint) and Adobe Acrobat Reader/Professional.
Convert and display data and layers between GIS and AutoCAD.
Operate a variety of office equipment, including printers, plotters, scanners, and reproduction machines.
Maintain detailed and specialized files and record-keeping systems.
Interpret and apply division information in making work decisions or in providing information to others.
Read and interpret legal property descriptions.
Operate personal computer and use word processing, spreadsheet, and email software.
Prioritize projects and work quickly, accurately, and thoroughly with close attention to detail to meet deadlines.
Establish and maintain cooperative working relationships and communicate effectively, both orally and in writing, with supervisors, peers, City staff, employees, and the public.
Understand and follow oral and written policies, procedures, and instructions. Understand automated tools and their capabilities.
