About the Job
The City of Johnson City, Tennessee is accepting online applications for a Geospatial Specialist with Water & Sewer Services. This is an entry-level position intended for collection, editing, and quality control of spatial and attribute data in vector and raster formats and maintenance of metadata. Primary accountability and reporting are to the Director or their designee of the City Department posting the position. All geospatial positions also include a shared/dual accountability to the Enterprise Geospatial Program within the Department of Information Technology for purposes of maintaining data integrity, database security, and a consistent and coordinated approach to geospatial information and products across the organization. Responsibility for adherence to data quality assurance processes.
Essential Functions of Position:
- Cartographic design and production of maps, visuals, and other information products for print and digital platforms.
- Assists non-GIS staff with using geospatial technology in performance of their duties.
- Conducts data analysis at a basic level using tools not requiring programming skills.
- Reviews permit applications to assure compliance with published addressing and other standards.
- Assists with the safe and legal operation of unmanned aerial vehicles.
- Manages and maintains digital spatial databases and associated attribute databases;
- Assists with the design and direction of applied GIS projects;
- Assists with conducting GIS training sessions and workshops;
- Oversees GIS integration with Cartegraph OMS for selected datasets;
- Performs data entry, maintenance, and updating of city-wide GIS map and tabular databases;
- Provides geographic data to City personnel and public and private sectors;
Required Knowledge, Skills and Abilities:
- Thorough knowledge of the capabilities and operations of geographic information systems
- Knowledge of best practices for integrating GIS with work order management systems
- Knowledge of cartographic best practices for print and web as well as elementary spatial statistical analysis techniques.
- Knowledge of the principles of computers, information, and GIS technologies.
- Ability to effectively perform and coordinate GIS tasks with a wide variety of technicians, programmers, users, management, and outside organizations
- Entry-level skill in SWL scripting.
- Good management, organizational, speaking, and writing skills.
- Moderate skill in the use of GIS software, particularly Esri products.
- Moderate skill in the use of work order management systems.
- Knowledge of the fundamentals of Global Positioning System and skill in the use of GPS technology for data collection.
- Knowledge of the principles of data entry, including heads-up digitizing of data from aerial photography.
Acceptable Experience and Training: Bachelor's degree in Geography/GIS, engineering, surveying, planning, computer science, or a related field is required. Certifications from Esri, GISCI, ASPRS, or other relevant professional organizations are preferred. Pre-employment physical, and background check required.
