Position Description:
This position will work as a member of a government contractor team supporting development of geospatial technologies for the National Energy Technology Laboratory at the Dept of Energy. The geospatial products from this team are used to present complex data and information to both the general public and to government decision makers to advance the goals of D.O.E. and NETL's key initiatives using COTS and custom applications.
The successful candidate will be responsible for the research, design, development, and implementation of cloud enterprise, web-based mapping tools and custom scripts, working directly with the clients to understand requirements and carry out implementation with available team resources. The geospatial developer will work as part of a team of researchers, data scientists, IT professionals and programmers/software developers. This position will be expected to carry out complete application development from initial work scope, project proposal through deployment and support. Responsibilities will include utilizing cost-effective deployment of COTS and writing custom applications to meet client needs.
The development of custom mapping tools will require the candidate to have a background as a web developer using ESRI APIs, JavaScript, HTML, CSS, Arcade, Python and Map Service Layers through Postgres as well as additional languages and skills. Additional work will support team members, clients and other parties in utilizing GIS applications and software through written documentation and live support through virtual meetings. Work with team developers and systems engineers to solve problems and identify efficiencies in implementing technical and functional requirements and tasks.
Job Description:
• The Client's Information Technology Department manages the technology and computer infrastructure that drives the business systems and automation requirements.
• The IT department manages infrastructure and software that supports the client's Headquarters building.
• This position works closely with ITSS team members, and other departments in the organization to provide expertise and support for a variety of complex technical solutions.
• The GIS Enterprise System Administrator position evaluates, designs, and implements GIS software releases, and system upgrades, and manages desktop and server-based software-related infrastructure to ensure continuity of operations.
• Administers and troubleshoots GIS applications and data repository hosting components.
• Possesses experience in geospatial software design and development with a focus on the integration of internal business systems across multiple functional areas.
• In addition, with packaged systems evaluation, selection, and implementation in the areas of enterprise infrastructure integration, mobile GIS tools, and advanced web mapping systems utilization including configuration and administration of ArcGIS Server APIs. Communicates and coordinates with GIS support staff and program customers to ensure business deliverable continuity.
• Performs varied degrees of quality assurance validation measures to ensure application and data integrity use.
• Has knowledge of advanced integrated technology methods and related concepts, practices, and procedures within the geospatial technology discipline.
Responsibilities:
• Provide expert-level consultation and recommendation to support the upgrade and rebuild of existing ESRI server infrastructure to the latest supported Windows Server operating system and the most appropriate version of ESRI Server products.
• Provide consultation, implementation services, and support transition efforts to migrate existing ESRI server infrastructure to new hosting environment and provider.
• Assess API map/data service for external clients.
• Create workflow for the construction and maintenance of password-protected ArcGIS online services for external users.
• partner with Technical Architect on IAM solutions (i.e., Azure for internal customers, Okta for external)
• Transition an existing Spatial Database Engine (SDE) and spatial data currently housed in ArcGIS Enterprise 10.8, to an ArcPro-capable database. This may include intermediate transition steps to allow an SDE that is able to use both ArcPro and ArcGIS, while staff learn and get accustomed to ArcPro.
• Link SQL tables to the new ArcPro database and create workflows for updates to keep tables current or establish a live link to specific SQL tables.
• Develop and implement a roadmap to shift the server to the latest stable version of ArcGIS Enterprise
• Advise on capabilities of ESRI Mobile applications and solutions.
• Monitors the performance of systems and recommends improvements to maximize efficiency and functionality.
Required Qualifications:
• Applicants must be able to pass a government required background investigation. Additionally, applicants must be eligible to work for any employer without sponsorship now or in the future.
• Requires a BS in Geography, Geographic Information Systems, Computer Science, or related field.
• 5 years of relevant professional experience in the following:
• Ability to effectively prioritize and execute tasks in a high-pressure environment.
• Exceptional customer service orientation.
• Experience working both independently and within a team-oriented, collaborative environment.
• 5+ years of experience with ArcGIS Pro
• 5+ years of experience with ArcGIS Server/REST including external facing services and integrations.
• 5+ years of experience with ArcGIS Server/Enterprise software 10.8 and newer
• 5+ years of experience troubleshooting ArcGIS and related services.
• 5+ years of experience Windows Server 2022
• 5+ Cloud environments, and basic network administration
• Experience with ESRI ArcGIS, to include Pro, ArcGIS Online, Server, and Enterprise
• Administration of Esri's ArcGIS Server and Portal technologies
• Experience with application programming languages: ArcGIS SDK for JavaScript, ArcGIS APIs, Python, Arcade, SQL, HTML
• Experience building custom web mapping applications using ArcGIS SDKs and associated languages.
• Possess relevant knowledge of web application graphical user interface design and aesthetic.
• Experience with Postgres / SQL databases
• Experience working with Cloud Service Providers AWS / Azure/ GCP
• Demonstrated ability to work with team members, supervisors, and clients.
• Excellent written and verbal communication, collaboration, and presentation skills.
• Familiar with ETL workflow and tools to support automated data extraction, transformations, and loadings (ETL)
• Demonstrated experience with ESRI App Builder
Desired Qualifications:
• Experience with SQL Server
• Experience with technical planning and communication, pre and post migration documentation, and change management.
• Ability to communicate effectively and translate complicated technical topics with a non-IT audience including but not limited to historians, librarians, archeologists, anthropologists, and cultural resource specialists.
• Ability to communicate effectively with an IT but non-GIS audience.
• Microsoft and Linux applications and servers maintained within virtual and cloud computing environments.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
