Summary
The GIS Technician will analyze design capital project completion information to assure compliance with proposed engineering designs, company policies, practices, standards and other applicable codes. Technician will update GIS and a work management system to accurately reflect gas system updates. Project “as-built” documentation will be evaluated for cost variances, proper testing and material reconciliation and adherence to engineering design. As part of this process, the Technician will ensure that facility data is created, updated, and maintained accurately in the work management, GIS and plant accounting systems. The data will also be made accessible in accordance with all designated standards for timeliness and accuracy to support operational needs and meet internal customer expectations. The Technician will provide technical assistance and support for Field Engineering, Construction and Field Operations staff involved in the construction, operation, and maintenance of distribution facilities. Natural gas distribution facilities consist of main lines, service lines, and measurement & regulation equipment. Design capital projects include providing gas service to new customers, public roadway improvements and relocations, gas system improvement and maintenance.
Principal Duties and Responsibilities
- Analyzes project completion information to assure compliance with proposed designs that adhere to with policies, practices, standards, and applicable codes.
- Reviews and processes completion reports and “as-built” drawings in the updating and execution of job orders in a work management system to reflect completed design capital work.
- Uses completion reports, “as-built” sketches, right of way agreements, tax district documentation, and other related information to ensure the strategic, timely, accurate, and cost-effective recording of facility records, landbase records, and taxing district boundaries in the GIS system.
- Ensures all updates to the work management system, GIS, and plant accounting systems are completed timely and accurately in accordance with department objectives, goals and priorities.
- Collaborates with Leader and key business partners in the establishment of group goals, objectives, and priorities to achieve department performance metrics.
- Identifies, develops and implements best practice opportunities with peers and key business partners.
- Provides training, mentoring and support to new personnel.
- Manages the storage and retrieval of design capital job orders from long term storage.
- Promotion of a safe working environment to ensure the safe and reliable delivery of natural gas services at best cost.
- Assurance that completed projects meet proposed engineering designs that comply with policies, practices, standards, and applicable codes.
- Accurate and timely recording of natural gas facility updates in a work management system and a GIS system.
- Meets or exceeds internal and external customer expectations for productivity, performance, and quality.
- Strong relationships built through communication and collaboration with Field Engineering, Construction, Field Operations, and other departments to work efficiently and effectively.
- Self-supervising with the ability to work independently and thrive in a geographically dispersed organization.
- Best practice identification, development, and implementation with peers and co-workers.
- Supports functional consistency, process standardization and operational excellence.
- Partners with Field Operations, Systems Operations, Finance (Asset Accounting), IT and Pipeline Safety & Compliance to establish, prioritize and meet strategic business goals and objectives.
Required Qualifications for Position
- Experience or training in the interpretation and application of standards, codes, regulations and proposed designs.
- Ability to read and accurately interpret “as-built” documentation, design and completion sketches, operating maps, highway relocation plans, survey plats, tax annexations, and right of way documentation.
- Experience in the analysis of technical and financial information within the scope of specific design capital projects.
- Demonstrated knowledge of various PC applications and software (i.e. Word, Excel).
- Proficiency in basic math, geometry, and mapping concepts.
- Strong analytical skills.
- Strong communication skills; both oral and written.
- Ability to be self-directed and effective in a geographically dispersed organization.
- Contribution to team success through personal and team efforts.
- Demonstration of adaptability and flexibility.
- Demonstration of high work standards with a quality orientation.
Preferred Additional Qualifications for Position
- Associate’s degree in an engineering or GIS related discipline. Equivalent professional work experience is acceptable.
- Proficiency in corporate digital mapping/GIS software (i.e. ESRI, ArcFM, MicroStation, AutoCAD).
- Experience with geo-coding, GPS and other related technologies.
- GIS certification.
- Demonstrated knowledge of gas operations.
- Highly skilled and extensive experience in reading, interpreting, and calculating spatial measurements scales.
- Working knowledge of Field Operations support systems (i.e. WMS, DIS, PowerPlant).
- Proven knowledge of the design capital job order completion process.

Salary Range:
