Job Description Summary

This role will be responsible for the preparation, review and submission of sponsored program proposals for submission to sponsors. Will function as a resource for sponsored program guidelines, policies and procedures. Support with preparation for budget meetings, and provide financial monitoring and reporting for sponsored programs including foundations, federal and other agencies. This position reports to the senior administrator within department and has a dotted reporting line to the PSOM Office of Research Support Services.

Job Responsibilities



+ Prepare Proposal Development records for each grant submission (including budgeting, communication with subcontracted institutions, data entry) while setting internal deadlines and ensuring timely submission.


+ Budget new awards within 30 days of receipt of the AIS after reconciling NOA with the submitted project budget. Generate/review monthly reports for each faculty and model grant spending, where appropriate, to ensure spending is occurring as expected and appropriate. With the PI, assist in submitting the Progress Report (includes RPPR or eSNAP) including obtaining and incorporating information from subcontracts, beginning at least 3 months before the due date.


+ Coordinating with the DAF and Grants Managers, prepare grant budget meeting packets for Penn Faculty, including those with VA funding. Assist the DAF in the development of multiyear salary grids for Research-oriented faculty, including identifying faculty who may be at risk of funding gaps within 2 years.


+ Manage budget year and project period closeout, ensuring expenses are allowable, carry forward is requested, unfreeze requests are processed and with ORS, financial reports are filed on time. Coordinate/communicate with other departments/schools to ensure grant information is shared appropriately and spending occurs as budgeted, in collaboration with the PI and DAF.


+ When necessary, initiate/manage the subcontract process including the request, execution of documents, Purchase Order setup and ensure timely submission of subcontract invoices through monthly reminders, if needed. In concert with the DAF and Grants Managers, prepare VA invoices using the OB-10 system, assist with developing a process to manage proposal and current awards, noting submission deadlines, progress report due dates, end dates and account freeze dates. Respond within 1 week to all grant-related requests from external departments or institutions.


+ Other duties and responsibilities as assigned.

+ Bachelor of Science and 2 to 3 years of experience or equivalent combination of education and experience is required.
