NOTE:This is a permanent position limited to 1,560 hours per fiscal year, which equates to approximately 30 hours per week, year-round. Applications will be accepted until 4:59 PM MST on the posting end date.
The Idaho Department of Parks and Recreation (IDPR) is seeking a motivated and detail-oriented individual to join our team in the North Region Office in Coeur d'Alene.
This position offers a unique opportunity to play a critical role in administering grants that support the development, renovation, and enhancement of outdoor recreational facilities across the state. Reporting directly to the Grants Program Manager, the successful candidate will be responsible for overseeing grant-related activities in their assigned region. This position will ensure compliance with program guidelines, track project progress, and evaluate grant applications. Occasional overnight travel is required, allowing you to experience the diverse recreational landscapes you’ll be supporting.
In this role, the incumbent will work under the supervision of the Grants Program Manager and will be responsible for evaluating grant and contract applications to ensure compliance with established criteria and regulations. Additionally, the position will coordinate grant activities and provide technical assistance to applicants and contractors. Strong organizational and analytical skills are crucial, as the candidate will track expenditures, monitor progress, and provide reports on findings. This position also offers the chance to work collaboratively with grantees and contractors, offering guidance on program requirements and ensuring the legal and proper use of funds.

EXAMPLE OF DUTIES
Grant/contract evaluation/coordination.
- Reviews and evaluates grant or contract applications for conformance to established criteria and compliance with provisions of laws and regulations
- Ensures on-going compliance with regulations and legal use of funds
- Confers with awarding agencies, grantees, contractors, and subgrantees on administrative procedures and bills
- Maintains tracking system of expenditures and balances
- Researches, collects and analyzes data to identify trends and prepare or adjust reports
- May recommend payment or non-payment
Technical Assistance.
- Responds to inquiries regarding grant or contract availability requirements and procedures
- Notifies grant applicants or contractors of program deadlines, procedures and status
- Provides technical assistance and advises grantees or contractors on interpretation of program regulations and guidelines
- May develop, design, or modify forms and documents.
MINIMUM QUALIFICATIONS:

- Some knowledge of grant or contract administration. Typically gained by the successful completion of at least 2-4 college courses related to grant writing, contract management, public administration, or a similar field; OR through at least six months of work experience in an entry-level position related to grant administration, contract management, or a comparable role. This experience should include assisting with grant or contract preparation, reviewing documents for compliance, or tracking grant-related activities; OR a combination of coursework and experience that represents the knowledge level provided.
- Some knowledge of bookkeeping. Typically gained by the completion of 2-4 college-level courses in accounting or bookkeeping; OR through at least six months of work experience in an entry-level bookkeeping or financial management role. This experience should involve maintaining financial records, tracking expenses, or managing basic financial transactions such as invoices and payments; OR a combination of coursework and experience that represents the knowledge level provided.
- Experience interpreting, applying, and explaining laws and regulations. Typically gained by at least six months of work experience in a position where interpreting and explaining laws, regulations, or policies was a primary responsibility. This could include roles such as contract management, public administration, or other positions that require ensuring compliance with rules and regulations, as well as explaining those regulations to others; OR a combination of coursework and experience that represents the knowledge level provided.
- Experience collecting, organizing, and evaluating data and writing narrative reports. Typically gained by at least six months of work experience in a position that required data collection, analysis, and reporting. Experience in roles like project management, grant administration, or research, where compiling data and presenting findings in a clear written format, is necessary. Alternatively, coursework in research methods, data analysis, or technical writing can also qualify; OR a combination of coursework and experience that represents the knowledge level provided.
Preferred Qualifications
- Grant or contract related experience monitoring and measuring progress toward goals and timetables. Typically gained by at least one year of work experience involving grant or contract monitoring, including tracking subgrantees' or contractors' progress, ensuring timelines are met, and addressing any issues related to compliance with grant or contract terms.
- Experience involving all aspects of grant or contract development. Typically gained by at least one year of experience developing grant or contract applications, including assessing program needs, identifying funding opportunities, establishing goals and timetables, and negotiating terms and conditions with funding entities or contractors.
