Job Description:
Provides direct management responsibility for the initial application and licensing, renewal licensing, and compliance support for ADH and CDH licensed homes. The licensing agent will ensure that all licensing and programmatic requirements are met consistently. They will ensure adherence to all local and State regulations, policies and laws relating to the provision of quality services to all members. Works in collaboration with all levels of management, agencies officials and staff as necessary.
Must be a motivated, team-oriented individual who can work in partnership to develop and maintain positive, professional relationships with our clients, providers, and representatives from the Division of Developmental Disabilities and Office of Licensing Certifications and Regulations (OLCR) & (OLR)
Knowledge, Skills, and Abilities:
Knowledge Required: Services supplied in accordance with required Arizona Rules and Regulations, AZ state contracts, facility program design and Person-Centered Plans; state and federal laws, Department of Health Services, Division of Developmental Disabilities, AZ AHCCCS.
Skills Required: Tact and discretion in a diverse, multi-cultural, multi-ethnic environment; leadership skills, analytical skills, organizational skills, time management skills, interpersonal skills, independent judgment, and decision making; assist in analyzing situations and help adopt an effective course of action.
Abilities Required: Demonstrated ability working in a collaborative team environment, maintaining positive relationships; able to communicate effectively in written and spoken English.
Education and Experience:
One or more of the following is required:
Bachelor’s degree in a related human services field
Two years of post-secondary education in a related human services field and two years of directly related work experience, or
A minimum of five years of directly related work experience. Directly related work experience includes work in the field of developmental disabilities, family home licensing, or child welfare.
Additional experience preferred: 1-3 years of increasing management experience and/or responsibilities, and other special training as required by the program designs, including contract required certificates. Must maintain current certifications and training. C PR/FA, Article 9 and, if applicable, Prevention & Support certification required.
Essential Functions:
Conduct interviews and evaluate applicants with respect to character, family stability, and the ability to care for individuals with developmental disabilities
Manage initial applications, assigning specific duties and monitor all services
Responsible for maintaining an organized system for all licensing documentation.
Assist in managing member records as specified by Arizona Regulations
Prioritize safety of employees and individuals supported, including Safety Program/Awareness/Recognition
Act as agency liaison working with field supervisors, service providers, state representatives, Licensing authorities, agencies and day programs, as needed.
Ensure oversight through Quality Assurance reviews.
Participate in Person Centered Support Plan (PCSP) team meetings, if applicable
Perform other related duties and assignments as required
Physical Requirements:
This position works in an office, home and outside environment. This position frequently requires driving, keying/fingering, hearing, seeing, speaking, standing and walking. Also required occasionally is lifting, bending, kneeling, reaching and possible use of Hoyer lift.
