About the Job
Maximus is seeking a Health Policy Analyst to support Health Resources and Services Administration (HRSA) Organ Procurement Transplant Network (OPTN) Project. This is a remote position.
Essential Duties and Responsibilities:
- Apply strong analytical reasoning to understand end user's requirements and transform them into operational applications.
- Acquire deep knowledge of working systems and bring efficient and effective changes for better performance across programs.
- Extract, analyze, and report data to support program activity and assist in management decision making.
- Audit, evaluate, track, and report performance activity for Performance Management and contract compliance purposes (e.g., alignment with the program's service-level agreements,)
- Work closely with operations staff to define requirements, test criteria, and identify success factors.
- Provide ongoing support to HRSA OPTN in evaluating policy activities.
- Collect and analyze HRSA OPTN policy data through various methods (e.g., literature reviews, SME interviews, working groups).
- Build and maintain relationships with HHS Offices, Operating Divisions, and other stakeholders.
- Perform cost/benefit analyses for process changes and assist with data analysis.
- Assist in project and program contract activities, including meeting preparations.
- Collaborate with teams to define problems and implement solutions.
- Analyze and recommend actions based on federal/state regulations.
- Conducts in-depth research and analysis on policies and issues.
- Document complex program and system needs for both technical and non-technical audiences
- Create and review program documents, workflows and specifications.
- Develop communication materials like SOPs, reports, presentations, and manuals.
Minimum Requirements
- Bachelor's degree in related field.
- 3-5 years of relevant professional experience.
- Bachelor's degree in relevant field of study and 3-5 years of work experience in data research, analysis, policy implementation, mapping, or public health.
- Ability to detect problems, whether current or potential, and develop practical, budget-conscious solutions.
- Ability to conduct and manage project reviews and communicate process improvement recommendations.
- Must have the ability to research and resolve most non-routine issues independently, provide timely responsiveness, and exhibit a sense of ownership and commitment in all dealings.
- Ability to work as a team member, as well as independently or with minimal supervision.
- Proficient in the use of Microsoft Word and PowerPoint.
- Excellent written and verbal communication skills.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
