Health Programs Coordinator - Senior (Mental Health) at Crook County

Summary

The primary duties of this position are to coordinate prevention and health promotion activities for Crook County Health Department. The position will work closely with the Prevention & Health Promotion Supervisor and team to develop and implement programs for Crook County that are:

• data-driven,
• developmentally appropriate,
• culturally informed,
• equitable,
• trauma-informed,
• and as comprehensive and sustainable as possible.

As part of the Prevention & Health Promotion team, this position will work collaboratively on a variety of public health initiatives in support of the department-wide mission to provide fair opportunity for those in our community to achieve their full health potential. The position will carry out prevention and health promotion activities for Crook County Health Department to include program planning; community mobilization; strategic communication; implementation of programs; data gathering, interpretation, and evaluation.

Program Coordination

• Coordinate reporting and program logistics as required by funding sources
• Identify and support community training needs related to mental health promotion and suicide prevention by providing or assuring provision of training
• Develop and implement data collection and assessment tools, and analyze data related to specific public health issues as needed
• Adhere to established work plans, continually evaluating effectiveness and proposing revisions as necessary
• Research and review current policy, environmental, and systems change strategies that support public health initiatives
• Identify and pursue resources that support sustainability of programs and practices
• Strategically coordinate program logistics and requirements with Prevention & Health Promotion team and other Department programs as necessary
• Serve as team representative on Department-wide and/or regional planning committees, as needed

Outreach, Education/Training, and Community Mobilization

• Consult with community advisors, local leaders, partners, and stakeholders to develop the strategic direction and priorities for Crook County Health Department and the Prevention & Health Promotion team
• Attain and maintain trainer certification in mental health promotion and suicide prevention training programs – such as Question Persuade Refer (QPR), Mental Health First Aid, ASIST, and others as needed
• Provide, or assure provision of mental health promotion and suicide prevention trainings, as requested and as needed in the community
• Advance public health communications via a variety of mediums to include local media, radio, website content, social media, flyers, brochures, et cetera
• Engage and mobilize community leaders to become local champions for health department initiatives and to advocate for public policy
• Educate community leaders, including elected officials, about effective strategies for reducing the burden of chronic disease through policy, systems, and environmental change
• Communicate with local media to support community organizing to advance public policy initiatives
• Conduct civic and other group presentations
• Provide outreach to schools and other partners for health promotion activities including mental health, worksite wellness, physical activity, or other topics as requested and in support of a variety of department programs

Public Health Preparedness

• Complete training in ICS 100, 200, 700, 800
• Participate in Public Health Preparedness exercises and events

• Data Collection and Interpretation

Performance Indicators

• Contribution to a minimum of one organization-wide initiative per year (i.e. Quality Improvement processes, reaccreditation, annual staff training implementation, department-wide meetings, et cetera)
• Adherence to work plans as developed for each program responsibility. Programs assigned to this position are subject to change and updates will be reflected in this document. Responsibilities include: Mental Health Promotion and local/regional suicide prevention and postvention response plan, The Forward Project
• Ongoing and consistent support for Central Oregon Suicide Prevention Alliance
• Implementation of Crook County Suicide Postvention Response Plan
• Timely submission of reporting requirements for each assigned program, including recorded outcomes in performance management database
• Engagement in Regional Health Improvement Plan efforts
• Documentation of sustainability efforts, including but not limited to grant submissions, partnership development and maintenance, et cetera
• Utilization of project management software to support department-wide initiatives including website and social media communications

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

This role will include a combination of sedentary desk work, standing presentations, and active group facilitation; some filing, lifting, and carrying may be required. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines, and presentation equipment. Presentations and events will be off-site at times and may require working in a variety of indoor and outdoor settings.

While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to sit; stand; walk; lift; use hands to finger, handle or feel; and reach with hands and arms. Ability to lift up to 20 pounds, twist, and bend. 

Position Type and Expected Hours of Work

This is a grant-funded full-time position and number of hours available to work are dependent on successful program implementation, and attainment of additional funding resources. Typical days and hours of work are Monday through Friday, 8:00am to 5:00pm. Some evenings and evenings will be required for travel, events, meetings, and/or training. This position qualifies for flexible scheduling options as approved by the department Director.

Travel

Local and regional travel for presentations, events, meetings, and training can be expected. State or national travel may be an option for training and/or presentation purposes.

Required Education and Experience

• Bachelor Degree in Public Health, psychology, or related field
• One year experience in public health, behavioral health, health care, or social services
• OR
• Any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job

Preferred Education and Experience

• Master of Public Health or related field
• At least one year experience in public health and/or health related policy development
• Experience with community organizing, event planning and coordination
• Experience with grant-funded projects or programs, including the management and coordination of activities and reporting
• Bilingual

Additional Eligibility Requirements

• Must hold a valid Oregon driver’s license
• Able to complete a thorough employment and/or criminal history check
• Able to successfully pass a pre-employment drug test
• Final candidates will be required to provide official proof of college degree and certified transcripts (not required for all positions)
