Job Summary
- Direct and lead the overall operation of site Health Services department in accordance with federal, state and local standards.
- Drive the Health Services' strategy with cultural change within the site and organization.
- Lead the site Health Services team to improve employee's health outlook and bio-metrics.
- Assess, evaluate, treat and/or recommend medical care for occupational and non-occupational illnesses and injuries.
- Subject matter expert to: Human Resources, Safety, Legal, Risk Management, Industrial Hygiene and all other departments on all Health Services related policies and issues.
- Collaborate with HR, Legal, Safety and Business units to review, develop and implement policies and procedures.
- Ensure Health Services compliance with OHSA, PHMSA, FMCSA, FRA, ADA, FMLA, HIPPA, CITGO and state requirements.
- Monitor quality and comply with internal/external local, state and federal audits.
- Participate in annual budget forecasting, oversight and cost-containment utilizing company Enterprise Resource Planning (SAP).
Minimum Qualifications
Required: Master's Degree or higher, in Nursing and with Certification as Family Nurse Practitioner or Adult Gerontology Nurse Practitioner.
Preferred: COHN-S, DOT medical examiner, certification pursuant to US DOT requirements for urine drug screen collections and breathe alcohol screening, CAOHC hearing conservation certification, Spirometry certification and experience with FIT testing Proficiency with SAP and electronic medical records are desirable.
The minimum number of years of job-related experience required by this job is: Candidate would have 10 years as a RN and 2 years as nurse practitioner in occupational health, primary care, urgent care or emergency care setting.
Preferred: Experience in one of the following areas of nursing: occupational health nurse, primary care, urgent care or emergency care.
Job Duties
Assess, evaluate, diagnosis, and develop treatment plans for occupational and non-occupational illness and injuries utilizing education and training as Advanced Practice Nurse with supervision of Medical Doctor. Collaborate with supervising physician for chart sign-offs for compliance with scope of practice outlined in collaborative agreement and state Nurse Practice Act. Maintain DEA, Nursing Licenses, Control Substance License, NPI, and applicable certifications.
Provide expertise and knowledge regarding: OSHA guidelines, drug and alcohol testing, PHMSA, FMCSA regulations, certifying FML, qualifying ADA and maintaining HIPPA compliance; oversight of ESIS cases and state requirements.
Takes after hour call to manage CITGO occupational injuries and illnesses.
Administer Drug and Alcohol Program to comply with CITGO Company Policies, as well as DOT requirements. Function as site DER (Designated Employee Representative) and coordinate with HR, and management to report results as appropriate.
Actively lead the site Health Services Team to provide safe, efficient, standard of care by monitoring regulatory developments and interpreting new occupational health legislation, regulations and industry standards, and coordinating development, review and, as necessary, revision of policies and standards related to health services.
Participate in annual budget forecasting, and oversight of clinic medical supplies and inventory.
Complete medical examinations (OSHA regulatory physicals, pre-placement examinations , return to duty, DOT examines, etc.) for assigned business units using quality, cost-effective methods for program delivery as needed to determine Fit-for-Duty.
Provide occupational health support for Crisis Management Team and emergency response situations.
