HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family, and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENT
Behavioral Health Services (BHS) Division consists of the following service areas, Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensic and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE PROGRAM
Forensics and Justice Involved Division provides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, and Recovery Court/Opportunity Court, CONREP, LPS Psychology Unit, SB317 Incompetent to Stand Trial Diversion unit, CARE Court, and Early Access and Stabilization Services.
THE OPPORTUNITY
There is one (1) immediate vacancy in the Forensics Division.
The Health Services Manager in Forensics is responsible for overseeing programs, which are legislatively required, and may be called upon for courtroom testimony and collaborating with various County, State, and justice stakeholders. The position also oversees and maintains multiple Department of State Hospitals (DSH) contracts and budgets, collaborates with justice partners, provides feedback, and supervises various types of court reports, and will help to develop and build new programs. The Health Services Manager will also provide oversight to the Conditional Release Program (CONREP) and Early Access to Stabilization Services (EASS) which are under the jurisdiction of the County's Health Care Agency (HCA) and the Department of State Hospitals (DSH). CONREP is a statewide system of structured treatment protocol and community-based supervision for forensic patients. CONREP is for patients found not guilty by reason of insanity, incompetent to stand trial, mentally disordered sex offenders, or the civil committed with a mental disorder. The EASS program provides Early Access and Stabilization Services, as specifically set forth in subsection B, below, to individuals charged with felony offenses and found by the courts to be Incompetent to Stand Trial pursuant to Penal Code section 1370 and are housed in Orange County Jail. This management position is also responsible for overseeing placement evaluations for both misdemeanor and felony Incompetent to Stand Trial (IST) for individuals who are waiting for a forensic inpatient psychiatric bed in a DSH facility or placement in a jail-based competency treatment program.

- Plans, coordinates, and evaluates health services programs and/or projects in areas including, but not limited to public health, mental health and recovery, correctional health, and medical health.
- Directs, coordinates, and participates in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.
- Researches, analyzes, develops, and reviews medical, clinical, grant, and related reports, agreements, applications, presentations, and other documents.
- Negotiates, develops, and manages contracts; and monitors and evaluates for compliance with contractual obligations.
- Develops and maintains effective working relationships with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations.
- Prepares, administers, and monitors the program budget to ensure the accomplishment of program and service objectives within budget restrictions.
- Prepares and presents a variety of reports and correspondence to higher-level management, staff, and the community.
- Supervises professional, paraprofessional, and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
- Ensures compliance with applicable regulations, policies, and procedures.
- Performs other duties of a similar nature and level as assigned.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will demonstrate leadership skills as well as outstanding interpersonal and communication skills. Valid registration as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC) or Licensed Psychologist may be desirable for some positions.
In addition, the ideal candidate will possess extensive knowledge and experience in the following core competencies:

- Understanding and adapting to behavioral health including current issues, challenges, and trends
- Software proficiency with Microsoft Word, Excel, and Outlook

- Analyzing problems and proposing solutions while dealing with changing priorities
- Managing programs within regulatory and budgetary guidelines, in collaboration with program support/budget
- Identifying department needs; and the development, design and implementation of program objectives, policies and procedures, compliance and audits
- Partnering with Human Resource Services in handling personnel issues
- Ensuring that individual performance action plans are aligned to MHRS business strategies
- Developing, mentoring, motivating, supervising, and evaluating performance of staff
- Clarifying performance expectations (e.g., roles, responsibilities, standards, and goals) collaboratively with staff
- Acknowledging and recognizing staff contributions, accomplishments, and superior performance
- Ensuring that staff have the resources they need, and that the workforce as a whole has the capacity and diversity to meet current and long-term objectives
- Communicating effectively on sensitive issues, demonstrating excellent judgment and diplomacy, leading to successful outcomes
- Building effective working relationships inside and outside the organization and dealing effectively with various levels of the organization
- Producing clear, informative, and concise written documents, emails, project status reports and briefs
- Presenting information and materials to various types of audiences
