About the Job
Under the direction of the Bureau Chief of Design or the Structural Manager, functions as a supervisor for staff in the Structural Division. Administers, directs, and supports staff in coordinating major projects and initiatives which fall under the purview of the Structural Division. Administers a variety of technical functions, coordinating diverse engineering efforts to ensure the timely and efficient completion of major tasks to meet departmental and extra departmental goals with minimal supervision while exercising consistent professional judgment. Directs the technical development of projects for internal staff, consultants, contractors, and other vendors under contract with the Department. Ensures the accomplishment of the functional responsibilities for the Structural Division as Supervising Engineer. May perform other duties as assigned. Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Civil, Construction or Electrical Engineering is required.
- Valid Structural Engineer (S.E.) license in the State of Illinois is required.
- Eight (8) years' full-time work experience in design, construction, or engineering studies related to transportation infrastructure is required.
- Four (4) years' full-time supervisory experience managing staff, consultants, contractors, or other vendors in the areas of civil, construction, or electrical engineering is required.
- Valid driver's license is required.

- Thorough current knowledge of Departmental policies and procedures, State and Federal Highway policies, principles, programs and regulations.
- Ability to communicate both orally and in written formats to internal staff, departmental heads, external vendors and governmental agency representatives.
- Skilled in leadership.
- Ability to handle several routine assignments or to coordinate and supervise complicated and difficult elements of a single assignment.
- Ability to assume total responsibility for completeness and accuracy of multiple projects.
- Ability to plan, organize and manage work of technical and support staff, consultants, contractors, and external vendors under contract with the Department.
- Ability to motivate staff to achieve County and departmental performance goals.
- Ability to incorporate areas of expertise outside of own work unit to complete assignments.
- Ability to use technical software and databases to perform engineering and project tracking functions.
- Specific experience with the preparation and/or oversight of engineering plans and specifications for roadway structures (bridges and culverts).
- Specific experience performing inspections of roadway structures and completing all necessary documentation.

This position occasionally requires travel to work assignments throughout Cook County for which the employee must provide his/her own means of transportation.
Physical Requirements
Light Work
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
