HIM Manager/Privacy Officer
JOB SUMMARY: Manages and oversees the management of the legal medical record, release of information, and birth registry activities for hospitals and clinics, ensuring compliance with all applicable internal and external legal regulatory, and accreditation, requirements for medical records. Provides daily oversight and management to GLM Hospital and Clinics HIM / medical records staff that complete record management activities (processing, prepping, scanning, and indexing) birth registry, and release of information functions. Assists GLM healthcare providers with access to and use of the electronic legal medical record. Oversees Clinic Medical Record Supervisor to ensure compliance with internal and external medical record requirements, adequate staffing, and equitable scheduling, and timely completion of duties. Serves as the HIPAA Privacy Officer.
PERFORMANCE DIMENSIONS AND TASKS
Essential Function
1. Oversees operational performance and management of areas of responsibility in accordance with recognized standards.
2. Manages day-to-day operations of the Health Information Management functions including:
a. Analysis
b. Assembly, Prepping, and Scanning
c. Paper Filing
d. Transcription
e. Release of Information
f. RAC Coordination
g. Medical Record Completion
h. Birth Certificate Process
3. Manages team performance and productivity to ensure fulfillment of service-level agreement obligations and achieve pre-defined productivity goals/targets.
4. Responsible for daily, weekly, and monthly department metrics/goals review; identify issues and investigate root causes, escalate risks, and execute solutions.
5. Ensure compliance with health information management guidelines, including TJC (The Joint Commission), HIPAA, State, and hospital-specific compliance guidelines.
6. Develops the annual budget (both operating and capital). Implement approved budget, and justify variance(s) to Senior Administrator.
7. Coordinate to develop and implement HIM hospital and clinic goals and objectives and evaluate/devise methods for meeting goals.
8. Facilitate timely records completion and compliance enforcement through relationship management with Mee Memorial Hospital and Clinics level leads and contacts including physicians, department leads, and Revenue Cycle Director.
9. Complete and deliver personnel quality and productivity reviews, including performance evaluations.
10. Cooperate with regulatory, and accrediting legal entities in any compliance reviews, investigations, audits, or surveys. Key components include RAC, Payers, TJC, and HIPAA.
11. Enforce all policies and procedures relating to assigned departmental functions and ensure compliance with regulatory requirements.
12. Ensures that information systems/technology support the current and future needs of the department.
13. Attends and actively participates in established medical staff and administrative projects and committees.
14. Chairs the Hospital Forms Committee.
QUALIFICATIONS
Education: Degree in Health Information or health-related field preferred
Work Experience: Required: Minimum of 2 years HIM experience, and minimum of 1 year in Supervising a HIM Department.
Preferred: Minimum of 5 years HIM experience, and minimum of 3 years in Supervising a HIM Department.
Skill Requirements: Must have excellent observation skills, analytical thinking, and problem-solving, plus excellent verbal and written communication. Must be able to work independently as well as work cooperatively with coworkers, peers, and other staff professionals. Must have experience in Microsoft Office applications, and Meditech software.
Licensing Requirements: Certified by the American Health Information Management Association as either:
• RHIT – Registered Health Information Technician
• RHIA – Registered Health Information Administrator
Language Requirements: None
Physical Demands: Must be able to sit up to 6 hours and stand/walk up to 2 hours. Must be able to lift and push up to 10 pounds. Must be able to use hands repetitively for 6 hours or more.
Special Demands: Ability to supervise and work cooperatively with others. Must be able to delegate duties and maintain efficient standards of operation.
