About the Job
Reporting to the Director of Construction Services, the Housing Construction Representative functions as a construction Representative for the Multifamily Housing team of the Mayor's Office of Housing and Community Development (MOHCD). This position is responsible for a range of construction analysis, monitoring and reporting responsibilities relating to a variety of MOHCD-funded affordable housing projects or programs, including predevelopment, permitting, cost analysis, new construction and acquisition/rehabilitation of rental and for-sale housing.

MOHCD’s Housing Division
MOHCD is organized into four divisions – Multifamily Housing, Homeownership and Below Market Rate (HBMR), Community Development, and Finance and Administration.
The Multifamily Housing division focuses on creating housing policies and funding programs that create safe, stable, and affordable housing. We are recognized nationally for our ground-breaking work to transform public housing through the HOPE SF and RAD (Rental Assistance Demonstration) initiatives; acquire and rehabilitate existing properties through innovative financing structures; steward an extensive portfolio of affordable housing; and expand that portfolio by advancing new housing production and inclusionary housing policies. Our diverse staff and leadership work together to:
- Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors.
- Administer a diverse set of financing programs to develop new affordable housing, preserve existing housing, and acquire and rehabilitate housing at risk of market speculation.
- Monitor the long-term affordability and physical viability of the City’s publicly-assisted affordable housing portfolio of over 28,000 units, providing funding for needed repairs and upgrades to ensure sustainable operations and habitability for residents.
- Incubate new programs, initiatives, and financing tools that further our production and preservation activities.
- Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.
Reporting to the Director of Construction Services, the primary duties of the Housing Construction Representative are:
- Review architectural plans and designs and cost estimates at key stages of preconstruction, (i.e. conceptual design/schematic design, design development, construction documents, and prior to bidding) and issue comments to development team noting any design discrepancies, code compliance issues, accessibility issues, or cost saving opportunities observed. Monitor cost variations over the life of each project. Work collaboratively with MOHCD Project Managers to evaluate the impact of those cost estimates on the project development budget;
- Advise MOHCD Project Managers regarding requests for funding by reviewing and approving proposed scopes of work, pre-construction and construction schedules, and construction cost estimates for appropriateness, compliance with MOHCD quality standards. Assist in preparation of recommendations to the Citywide Affordable Housing Loan Committee;
- Ensure that pre-construction requirements are met before authorizing the issuance of a Notice to Proceed (NTP);
- Inspect active construction sites at least monthly, in conjunction with pay application requests, to confirm value of requested payment and quality of work.
- Attend Owner Architect and Contractor (OAC) meetings not less than twice per month in order to ensure efficient project implementation;
- Evaluate all change order proposals for appropriateness; identify potential cost-savings approaches;
- Monitor Owner- and Contractor-supplied change order, allowance, and contingency logs in order to identify and address potential cost overruns;
- Provide monthly updates to Project Management staff, Director of Construction Services and Director of Housing Development;
- Facilitate effective teamwork among development team members, including advising project sponsors on construction, scheduling, and contract compliance and enforcement, anticipating and helping to resolve problems impacting costs, schedule and scope.
- Maintain electronic project files including all Construction Documents, such as Notices to Proceed, Permits, Pay Requests and Certificates of Completion, site inspection and OAC meeting notes, plans and specifications, lien notices and releases and executed change orders;
- Promote “green building” and sustainable strategies in a cost effective and thoughtful manner to support durable, energy and resource efficient, comfortable, safe and affordable housing;
- Assist development teams in their coordination with SF Public Utilities Commission (PUC) and PG&E as they seek approval of their permanent power applications under the Wholesale Distribution Tariff (WDT) process.
- Develop and/or maintain productive relationships with City departments such as the Department of Building Inspection (DBI), Contract Monitoring Division (CMD), Fire Department (SFFD), Department of Public Works (DPW), and others. to expedite permit approvals and inspection services for MOHCD construction projects, when necessary.
- Maintain up to date records on the development status of assigned projects, including updates to MOHCD’s Salesforce database.
- Assist project development teams in their interactions with City workforce-related agencies including:
- Procuring design and contracting serves through the City’s Contract Monitoring Division (CMD);
- Setting up and monitoring prevailing wage through the Office of Labor Standards and Enforcement (OLSE). Coordinate with OLSE on a monthly basis to ensure contractors are being responsive to any payroll issues noted by OLSE.
- Hiring new trade workers through the Office of Economic and Workforce Development (OEWD) and their CityBuild division.
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Additional Desirable Qualifications:
- Degree (bachelor or advanced) or professional certification in a related field including architecture, engineering and/or construction management.
- Five years practical experience in construction or related field(s) such as architecture, real estate development, or construction management.
- LEED Accredited Professional, and/or familiarity with GreenPoint Rated, WELL Building Standard, Enterprise Green Communities, or other green, sustainable building standards.
- Experience with emerging construction and design technologies including panelized and factory-built component, or mass timber construction
- CAS (Certified Access Specialist) or familiarity with ADA, Fair Housing Design Manual, California Building Code, and/or UFAS.
- Familiarity with the San Francisco Planning Code and San Francisco Building Code (CA Building Code and San Francisco Amendments).
- Familiarity with design, communication, word processing, and spreadsheet programs
- Lead Certified, and/or familiarity with residential lead hazard reduction procedures and other toxics remediation requirements and procedures.
- Familiarity and experience with contractors, architects and other construction professionals in the residential construction industry in San Francisco, preferably with affordable housing.
- Familiarity with prevailing wage compliance, San Francisco labor union contracting requirements and practices and local workforce programs.
- Commitment to the goal of increasing and preserving the stock of well-designed and cost effectively built affordable housing.
- Ability to perform feasibility analysis of possible housing sites, including familiarity with SF Planning Code and various State density bonus laws (i.e. SB 35).
