Desert Regional Medical Center is a 385-bed acute-care hospital classified as a stroke receiving center and level 2 trauma facility with an innovative, patient centered and evidence-based Rehabilitation Services Department. Our compassionate team provides a wide range of inpatient and outpatient services, including acute care rehabilitation, joint replacement & spinal surgery, neurosurgery, ICU, Telemetry, step-down care, skilled nursing, as well as outpatient therapy, hand and lymphedema clinics.
GENERAL DUTIES:
Job Summary:
Under the direct supervision of the Human Resources Manager, the HR Generalist performs difficult and complex journey level HR work in a customer service and team-oriented department. The individual in this position is expected to be fully competent to independently perform a full range of duties including the development and delivery of HR services and projects, administers and maintains HR programs, and manages data to perform analytical tasks involving specific HR areas including; Recruitment, Compensation, Employment, Human Resources Information Systems (HRIS), Organizational Development/Training, Contract interpretation and other related HR areas as assigned. This position requires the ability to perform as an HR Generalist, and is expected to complete specified project assignments, compile and present technical data for formal reports and presentations with recommendations to respond effectively to technical HR program inquiries and issues, and is expected to effectively resolve policy issues. The HR Generalist may act as an internal consultant to Directors, Managers, and Employees to provide guidance on policies, procedures, and labor contracts.
Duties/Responsibilities:
- Must demonstrate the highest standard in handling confidential and sensitive information.
- Must be flexible and able to assess and change priorities, and have ability to effectively problem solve.
- Uses analytical skills to research, compile, and generate necessary reports for compliance with regulations, as well as internal reports for Hospital use.
- Provides recommendations and responses to strategic and operational issues.
- Provides accurate detailed reporting to all levels of management and employees.
- Track and report progress on employees within 180 days of hire.
- Attends, schedules and takes scrupulous notes for various meeting.
- Creates, develops and maintains department reports.
- Maintains hospital licensure and certification report.
- Monitors and processes student loan and tuition reimbursement payments.
- Regular and reliable attendance and performance is required.
- Responsible for planning, coordinating and conducting all aspects of employee relations.
- Facilitates employee separation process.
- Prepares monthly recruitment and/or turnover status reports.
- Handles routine human resource inquiries and labor relations related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
- Serves as the initial contact and liaison for intake and assessment of employee complaints.
- Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required.
- Collects information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
- Conducts surveys, interviews, and other research related to human resource policies, compensation, and other labor negotiations; collects information and reports results to Human Resources Director/Manager.
- Maintains knowledge and understanding of laws and regulations related to EEO, collective bargaining, unions, labor relations, and human resources.
- Assists with preparation of plans, policies, documents, organizational charts, labor agreements, and employee handbooks.
- Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
- Manage and track EDD claims
- Represents the hospital when attending professional and occupational meetings or events.

Education and Experience:
- One year recent full-time position-related Human Resources Generalist experience including HR program administration and project management. Other administrative office experience may be substituted.
- Demonstrated proficiency at an intermediate or advanced level of skill using computers and applicable software including Microsoft Office applications: Excel, PowerPoint, and Word or other comparable applications.
- Must demonstrate an intermediate level of knowledge and skill using Human Resources Information Systems (HRIS) or similar database applications (i.e. Microsoft Access).
- Experience in a public sector environment in a multi-union environment highly desirable.
- SHRM-CP, SHRM-SCP, PHR or SPHR preferred.
Pay Range : $23.00 - $33.13 hourly
Schedule: Monday thru Friday
