The HR Program Manager, in partnership with HR Leadership, contributes to the development of an overall strategy to enhance existing and develop new programs and processes to elevate the team. Identifies, develops, plans, and implements various programs and processes in support of HR vision and business objectives; programs likely include, but are not limited to: performance management, policies, compensation and job classification, HR analytics, and HR systems. Ensures that HR programs support the long-term and strategic goals of Batteries Plus.

Essential Responsibilities
- Review, approve, and recommend modifications to the HR budget.
- Plans, directs, and administers various human resource programs.
- Writes and revises job classification specifications.
- Develop, track, and report on HR metrics.
- Researches, analyzes data and prepares quarterly reports on HR trends, new HR project suggestions, and current program goals and progress.
- Develops, reviews, and revises program policies and procedures.
- Provides advice and counsel to department heads, managers, and staff on updating and interpreting programs.
- Research and recommend software enhancements or changes and lead RFP, discovery, requirements, and project implementation processes.
- Develop detailed project plans to include milestones, deliverables, effectiveness review and to ensure ROI on enhancements.
- Manage annual review of handbook, Federal, State, and local municipality regulatory changes, policies, regulatory reporting (Veterans 4212, EEO-1, AA, etc.), and Form I-9 compliance.
- Develop and maintain standard forms and templates including but not limited to non-disclosure agreements, severance agreements, corrective action templates, and franchisee onboarding.
- Partner with Training and Development on annual performance management, succession planning, and HR compliance and policy training development.
- Support annual benefit contract reviews, negotiations, and renewals.
- Department manager of HR vendors including but not limited to ADP, Applicant Pro, InCheck, ReportIt, Comp Analyst, LinkedIn, KPA (OSHA reporting software), Indeed, Snappy, etc.
- Monitor internal HR data and regulatory reporting.
- Supports the VP of HR with monthly board reports.
- Performs other related duties as assigned.

Qualifications
- Bachelor's degree in Human Resources or a related field and seven years of human resource experience.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
- Proven work experience as an HR Operations Manager, HR Business Partner or similar role.
- Previous project management experience.
- Minimum of 2 years experience with HR systems configuration and report creation.
- Hands-on experience with Human Resources Information Systems (ADP preferred)
- Ability to develop clear and fair Company policies.
- Excellent verbal and written communication skills.
- Considerable knowledge of principles and practices of HR management, labor and compliance laws (multi-state and federal), and HR systems.
- Ability to compose and present comprehensive reports.
- Ability to plan, organize, and present training activities to diverse employee groups.
- Excellent organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Experience designing compensation and benefits packages preferred
- Excellent analytical and decision-making abilities.
