Position Summary:
The Armed Forces Medical Examiner System (AFMES) is a Tri-Service organization, comprised of administrative S-Staff and three (3) integrated Divisions (Forensic Pathology Investigation, DoD DNA Operations, and Forensic Toxicology) whose overall mission is to provide comprehensive and innovative medico-legal services worldwide.
AFMES provides mission support to the DoD in the fields of human remains identification from both current and previous conflicts; forensic toxicology; medico-legal death investigations; forensic DNA analytical services; mass- fatality specimen collection and management services; and human reference specimen collection, cataloging, archival, and retrieval repository services. AFMES is comprised of several subordinate elements providing support to this critical worldwide mission.
Midnight Sun is looking to hire an Human Resources Assistant. The primary objective of this position is to professional professional advisory and assistance services to support the human resources team for both military and civilian staff. This position is contingent upon contract award.
Duties/Responsibilities:
1) Awards processing and tracking. a) Provide required actions IAW policy and governing documents to develop formal submissions, for government leadership to submit, for recognition of military and civilian staff. b) Provide reporting and tracking of all submissions to include developing a monthly schedule that identifies upcoming awards (e.g., PCS or separation in a given year would require a draft submission 4 months from the separation date).
2) Hiring actions (from preparation to submission into CATMS): a) Provide administrative and technical guidance to government personnel on requirements for submitting to fill a military or civilian staff position. b) Provide required forms, for government leadership, to approve and submit in order to initiate hiring actions for AFMES vacancies. Must comply with Combat Support Agency (CSA) process SOP/ Policy.
3) In/Out processing: a) Provide required actions (e.g., completion of forms) required to successfully in process new employees into AFMES and to successfully out process out going staff members. b) Must be onsite the first day that new Government Service (GS) employees report to the AFMES to assist with in processing to include providing the new employee with the DHA paperwork packet and coordinate signing and transmission of appropriate forms. c) Provide monthly and ad hoc Gains/ losses/ promotions tracking reports.
4) Performance Appraisal System tracking: a) Provide a schedule and tracking of the required actions to comply with civilian performance ratings and progress reviews. b) Identify changes to raters and reviewers when these occur to leadership for action. c) Ensure schedules and timetables are met. d) Provide basic assistance with the rating system as necessary.
5) Personnel Management -- i.e., organizational hierarchy, rating schemes, changes to structure/ hierarchy: a) Provide the appropriate forms and requests to implement a formal change(s) to organizational structure and hierarchy as necessary. b) Maintain a current Organization chart that includes organization codes consistent with the DHA Joint Table of Distribution.
6) Monthly Personnel Strength Reporting: a) Provide a monthly strength report that is cross-referenced with the DHA's Joint Table of Distribution ensuring all reports are accurate and the information is consistent and current
Minimum Requirements:
- Bachelor's Degree preferred
- 4+ years of human resources experience with both military and civilian staff
- SHRM certification preferred
- Experience working with Microsoft Office
- Strong written and verbal communication skills
- Active Secret Clearance or the ability to obtain
