The mission of the Candidate Investigation Division (CID) is to conduct pre-employment background investigations of candidates seeking employment with the FDNY in order to ensure they meet the minimum job requirements of the Civil Service position in question. CID is comprised of managers, investigators, and administrative staff. The CID Investigators review information and documentation provided by candidates to (1) ensure that required information and documentation is complete, and (2) conduct further inquiry with outside sources such as employers, schools, certification and licensing authorities, and the New York State Division of Criminal Justice Services (DCJS), as required, for the screening of candidates. The CID administrative staff provide customer service support and provide administrative assistance in processing the pre-employment background investigations of candidates. They perform fingerprinting for DCJS, data entry, filing and assist with post-hire processing and credential verification.
The Fire Department, City of New York (FDNY), seeks a full-time Staff Analyst to work in the Candidate Investigation Division (CID). Reporting directly to the Deputy Director of Investigation, the successful candidate will conduct audits, review case assessment records and prepare reports. Perform data analysis, retrieve and impute information utilizing computer application. Collect, assemble and review routine data regarding Firefighter candidates’ Personnel Review Board (PRB) referrals; review background data used in preparation for PRB meetings; schedule PRB sessions; distribute cases to panel members; and maintain records relating to PRB determinations and transactions. Work under the guidance of the Court Compliance Officer to secure and interpret necessary legal documents, records, dates, and Court Monitor requests; and locate and retrieve court decisions, statutes, regulations, and other items of legal research. Receive, track, and review various compliance requests, including PRB, the Bureau of Legal Affairs, Law Department, etc.; prepare responses, abstracting salient points and reference. The position may entail serving as an HR investigation liaison while performing related work and additional duties as assigned by supervision.
Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
