- The Mission of the Clerk of Courts has a high degree of public accountability, regular attendance and punctuality is an essential function of this position.
- Support and comply with the Mission Statement, Vision Statement, Guiding Principles, and Code of Conduct of the Clerk of Courts.
- Maintain a high standard relating to professional conduct and behavior.
- Work cooperatively with other employees of the work unit and embrace a teamwork approach to completing tasks.
- Assist in the development, implementation, and administration of all Human Resource functions, encompassing employee relations, compensation, benefits coordination (to include Florida Retirement System and 457(b) deferred compensation plan), safety, performance, recruitment and training and development.
- Set high standard before staff pertaining to honesty, integrity, and professionalism, while maintaining confidential information.
- Manage employee relations issues and provide advice to staff and management on methods and approaches to resolve employee work-related problems.
- Provide assistance, guidance, and counseling to the management staff in order to maximize the quality and professionalism of the organization by listening and interpreting concerns and objectives and seeking solutions.
- Administer, implement, and interpret Clerk policies. Perform regular review of policies through DocTract.
- Monitor performance appraisals. Read and analyze evaluations and goals to ensure appraisal comments are appropriate and goals are measurable and achievable.
- Conduct investigations and maintain records keeping organization compliant with federal, state, and local labor laws and regulations.
- Manage programs and activities such as employee appreciation, service award ceremonies, in-house training, and other special events. Create and maintain project plans for events.
- Manage the staffing process, including recruiting, interviewing, hiring, onboarding, and exit interviews.
- Analyze and apply information retrieved from moderately complex reports, manuals and/or resources or computer systems.
- Knowledgeable of federal and state laws regarding the field of human resources to include recruitment, placement, development, and compensation.
- Be knowledgeable and comply with federal and state laws, new legislation, regulations, rules, and legal opinions to determine the impact on the department and/or organization. Define and implement required changes.
- Outstanding speaking and writing skills.
- Being able to work in a constant state of alertness and safe manner.
- Supervise human resources staff. Document department procedures and ensure they remain current.
- Participate in special projects.
- All other duties as assigned.
- Bachelor's Degree preferred from an accredited four-year college or university in related field or a minimum of four years direct experience.
- Preferred HR professional or senior professional certification.
- Ability to work under pressure in a fast-paced work environment.
- Leadership qualities such as strong work ethic, trustworthiness, and self-confidence.
- Mature judgment and professionalism in handling all matters.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Thorough knowledge of human resource management theories, principles, and practices.
- Thorough knowledge of local, state, and federal regulations pertaining to human resource management.
- Proficient with Microsoft Office suite including Word, Excel, and Power Point; confident in ability to learn new software programs.
- Ability to establish and maintain effective working relationships with subordinates, superiors, and other officials from various government agencies.
- Ability to delegate work effectively.
- Ability to organize, prioritize and manage work to meet multiple necessary deadlines and workload.
- Proficient understanding of departmental technology to ensure efficiencies. Understands the impact of technological changes on the organization, utilizes technology to enhance decision making and improve organizational effectiveness.
