About the Position
Reporting directly to the VP of Human Resources (VP of HR) and providing direct support to the Chief of the designated client organization, the HR Manager (HRM) provides strategic direction as well as day-to-day oversight of the HR Business Partner (HRBP) team. The HRM provides consultant level services to the business, including partnering with leaders to address complaints and employee relations issues, addressing performance management concerns, identifying and addressing factors that may be impacting operations and productivity, and developing and delivering training for employees and leaders. The HRM proactively identifies issues and gaps, and partners with VP of HR to develop strategies and tactics to effectively address issues and close gaps. The HRM ensures HRBP Team alignment with HR department goals, LCH strategies, and compliance with applicable federal and state employment regulations, standards, and guidelines.
Key Responsibilities
- Collaborate with the VP of HR to develop strategies that engage the LCH workforce, improve employee experience and operational effectiveness, and increase understanding and alignment with the organizational competencies, mission, and performance expectations.
- Develop and implement a consultant service model that is aligned with the HR strategy and the overall organizational goals.
- Develop tactics to create a positive employment experience and support the LCH leadership team in implementing actions that increase employee satisfaction and productivity and decrease turnover.
- Provide day-to-day oversight and guidance for the HRBP team. Support HRBPs to partner with leaders to develop and recommend strategies and tactics to manage complaints and issues and address ineffective employee behavior and performance issues.
- Proactively identify development opportunities for team and partner with HR Leadership team to provide resources and support to close identified skill gaps.
- In conjunction with the VP of HR, represents the organization in lawsuits, grievances, and complaints.
- Develop and maintain accurate HR policies and procedures to ensure consistent practice within the organization. Provide recommendations for streamlining policies and procedures. Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.
- Lead and direct project work groups to resolve organizational or operational issues. Lead and direct Performance Improvement/Quality Programs and initiatives for the HR department.
- Perform other duties as assigned.

Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to >50 clinics in Houston, one in Baytown, two in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. Requirements
Bachelor’s Degree is required.
Ten (10) years of experience in Human Resources is required.
Five (5) years at a manager level or higher is required, including experience mentoring and managing professional level HR staff and developing/implementing strategic action plans.
Demonstrated experience with employee relations, investigations and the resolution of with minimal risk.
Experience working in a complex organization with multiple program components
Able to work fully on-site or hybrid schedule of at least 3 days per week in the office or clinic locations.
Ability to remain calm under stressful conditions. Able to handle complex matters professionally and effectively.
Excellent communication skills and customer service skills.
Consultant mindset toward advising and assisting leaders and employees in resolving issues.
Demonstrate personal qualities of integrity, credibility, and commitment to LCH’s programs and mission.
High EQ, high-energy person. Able to quickly recognize and respond to the client’s priorities with confidence, resiliency, and professionalism.
