POSITION SUMMARY
The AvantGarde, LLC (AG) Human Resources Policy Specialist supports the AG client on site at the United States Capitol Police (USCP), a Legislative Branch agency in conjunction with the Office of Human Resources (OHR) leadership to produce policies and stand operating procedures (SOPs). This is a full-time position 40 hours per week, M-F, 3 days of remote work and 2 days onsite.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Interview program managers and stakeholders to gain an understanding of the department’s HR policy, procedures and operations.
· Assist managers and other HR staff in the technical writing or revision of HR policies in all different HR functional areas based on our existing policies and procedures.
· Ensure that policies and manuals are written according to proper government regulations and industry standards.
· Provides specialist support on related projects and initiatives by developing standard operating procedures, manager tool-kits, or online resource guides on a variety of human resource topics.
· Determines the need for written policies and procedures and oversees the development of policies and associated standard operating procedures.
· Initiate and formulate Federal HR policies and procedures within a Legislative Branch context ensuring alignment to USCP practices, authorizing legislation, and policy development guidance.
· Participates in special analysis of studies or ‘white papers’ on human resources policy-oriented matters that contribute to executive decision-making.
· Interprets existing USCP HR policies or determines the need for new policies and develops strategies for the use of policy.
· Identifies discrepancies in policy and instructs staff on requirements for corrective action.
· Research ways to improve existing policies and suggest ideas for improvement.
· On an ongoing basis, tracks policy and standard operating procedures (SOPs) development progress to provide status updates of policies or SOPs in development, under review or those requiring revision or modification.
· Develops and implements review protocols to ensure policies and standard operating procedures are reviewed on an on-going and cyclical basis to remain current and up to date.
· Develops and implements internal audit protocols to measure the effectiveness of and accountability to existing policies and SOPs. Make recommendations for improvement to eliminate gaps or inconsistencies to bring OHR into compliance.
QUALIFICATIONS, KNOWLEDGE AND SKILLS
· Degree in HR or related field strongly preferred.
· Must have active technical Federal experience with a minimum of 5 years of experience serving in a senior level HR Specialist or HR Consultant role providing human capital policy development and internal control implementation.
· Experience briefing to Federal executives and executive-level teams on HR policy guidance, implementation status, or recommendations to improve HR policy development and application across the Department.
· Excellent oral communication skills to articulate, interpret, develop and explain complex programs, policies, and concepts.
· Must have exceptional writing skills with specific attention to detail to produce error-free drafts and final products with minimal revision.
· Experience as a HR Specialist in the Legislative Branch or an Excepted Service agency is highly desired.
· At least 2 years of experience supporting a Federal agency with development and writing of special studies, cases and white papers.
· Experience with internal auditing procedures is preferred.
· Must have exceptional organizational skills and the ability to handle multiple priorities.

· Excellent, demonstrated customer service skills.
· Must be able to innovate and recommend novel approaches to address Human Capital goals and objectives.
