Duties Description Reporting to the Regional Business Office Administrator (RBOA) of the OPRHP NYC Region, the Human Resources Specialist 2 (HRS 2) is responsible for managing regional recruitment, hiring and human resources processes. The HRS 2’s duties include, but may not be limited to: • Supervises professional, paraprofessional, and clerical staff engaged in human resource related activities. • Coordinates with facility managers and frontline supervisors in developing and posting vacancy announcements, evaluating respondent’s resumes and qualifications, and coordinating the selection process. • Supervises the processing of appointments, terminations, and hourly payroll processing for annual salaried and seasonal staff.• Coordinates new employee orientation and advises employees of policy changes.• Oversees and provides information to employees about benefits provided by negotiated agreements. • Coordinates with the ARD to assists managers and supervisors with labor relations issues concerning time and attendance, grievance responses, counseling, and discipline.• Assists Regional and Albany office staff in preparing and reviewing classification requests. Reviews staffing patterns and assists the Administrative Office 2 and Assistant Regional Director with determining staffing needs.• May serve as the region’s Affirmative Action Liaison and coordinate directly with the Agency’s Affirmative Action Bureau on all Affirmative Action, EEO, and ADA/Reasonable Accommodation-related matters after review with from Administrative Office 2 and Assistant Regional Director. • May serve as the Region’s Training Officer. Responsible for the coordination of training programs from a variety of sources including in-house, Labor/Management partnership training, worksite development, contract training, etc.• Coordinates and provides a wide variety of additional administrative support services and assistance to regional administration and the NYC Region as needed.
