Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is looking to hire a Test Engineer.
Noblis MSD is looking to hire a Test Engineer to support the US Navy by:
- Providing installation and testing support, development of simulation equipment, and system setups/tests in both a lab environment and US Navy shipboard systems.
- Perform software and hardware testing while developing and following test procedures.
- Uses test equipment (oscilloscopes, multi-meters electronic bridges, loop calibrators) and hand tools (i.e. drills, screwdrivers) in a electronics lab environment.
- Develop and improve internal procedures, templates, standards, and other documents that are clear, have the correct level of detail and are easy to follow.
- Assess and perform industry standard test methods, as well as custom test methods for industrial automation systems and machinery control systems. Typically, Programmable Logic Controller (PLC) based systems.
- Developing and performing software tests, typically focusing on: Integration Testing, System Testing, Performance Testing, and Usability Testing.
- Communicating directly with software developers to understand the software requirements for the purposes of developing tests.
- Thoroughly documenting bugs discovered during testing and making recommendations to developers on product improvements where necessary.
- Identifying opportunities for automation to improve operational efficiency and test coverage.
There is an opportunity for hybrid work, but candidates will have to be within commuting distance to the Philadelphia Navy Yard.
Required Qualifications:Bachelor of Science Degree in Electrical or Computer Engineering is required and 1-3 years of experience in electrical or computer engineering; or equivalent work experience
Knowledge of fundamental concepts, practices and procedures of industrial control systems
Proficiency in reading electrical diagrams
Proficiency in the use of test and diagnostic tools associated with industrial control systems troubleshooting
- Ability to perform testing in accordance with documented test procedures
- Ability to perform simulation testing of low voltage signals such as 4-20 ma, 0-10 VDC
- Familiar with low voltage test equipment such as a FLUKE meter and signal simulator

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
