Summary The Business Solutions Office (BSO) supports the Division to identify immediate and long-term business needs of the Division, identify promising solutions, and partner with management to design an infrastructure to support the organizational, technology and data needs of the future. If selected, you will join a well-respected team in the Division of Corporation Finance's Business Solutions Office where you will be the portfolio lead for the Division's disclosure review systems. The incumbent of this position will: Partner with division leaders to identify and implement system changes to support disclosure modernization efforts. Recommends technical solutions and approaches based on changes to business processes, new rulemakings, or policy changes. Provides subject matter expertise on disclosure review system business requirements that support system design, database design, access control, management systems, and other related technology initiatives. Facilitates system transformational efforts to increase effectiveness and improve business processes. Serves as primary Tier 2 help desk staff daily, including coordinating responses to technical issues and researching and resolving specific Division business process problems for specialized accountants and lawyers. Provides structure to the Tier 1 disclosure review system help desk support operations. Serves as the main point of contact for all aspects of the disclosure review system (i.e., system product owner), assists the Office of Information Technology (OIT) on future enhancements and releases, and manages support contracts by serving as a Contracting Officer Representative. Provides detailed requirements around system enhancements to the system development team based on detailed knowledge of the Division's review process and policies. This is the main point of contact to ensure system functionality supports all areas of business process (e.g., transactional filing reviews, annual report filing reviews, handling of confidential materials, etc.). Keeps the Division apprised of disclosure review system enhancements via email communications, development of job aids, and the facilitation of training sessions; and leads focus groups with system users to develop enhancements and track and resolve system bugs. Requirements Conditions of Employment Qualifications All qualification requirements must be met by the closing date of this announcement. Time-in-grade for this announcement is one year at the GS/SK-13 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level: Providing the vision and roadmap to the development team; Using agile to implement and migrate major systems to the cloud; Communicating technical issues with non-technical audiences; and Managing risks, governance processes, technology strategy, and support contracts.
