Summary This vacancy is for a GS-1750-12, Instructional Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, TRACEN YORKTOWN COMMAND STAFF. Duty location is USCG Training Center, Yorktown, VA. Responsibilities You will serve as an Instructional Systems Specialist and be responsible for supporting the Boat Forces Readiness System (BFRS). BFRS is a collection of resources and processes elements which anticipates, prepares, and sustains the performance needs of the Boat Forces community, including Boat Forces program policy, doctrine, Tactics, Techniques and Procedures (TTP), assessment, performance support, and evaluation. Typical work assignments include: Conducts initial problem review of existing and emerging operational requirements, Coast Guard (CG) and interagency policy doctrine and TTP to facilitate potential changes to the Boat Forces Readiness System. Applies Instruction System Design (ISD) principles and Human Performance Technology (HPT) concepts to issues and performance improvement projects to produce innovative tools, processes, and procedures that meet CG needs faster, cheaper, and more responsively. Monitors Operational Assessment and Readiness Support (OARS) performance, implements and/or advises immediate and strategic corrective actions; develops and advise on OARSO evaluation strategies; identifies gaps and future design requirement for assessment framework, strategies, processes and reports. Qualifications To qualify, applicant must meet the BASIC REQUIREMENTS of the position: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Analyzing data (reports, assessments, and database) and identifying trends caused by performance gaps then build performance tools to mitigate gaps in performance. Collaborating in small groups of subject matter experts from diverse backgrounds to create performance tools (job aids, instructional guides, visual aids, instruction, other doctrine). Participating in a cyclical continuous improvement process of assessments, performance support, evaluating performance, and providing feedback. NOTE: Education CANNOT be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
