The City of Johnson City, Tennessee is accepting applications for an Instrumentation/Control Technician. The employee performs intermediate technical work in the installation, maintenance and repair of electrical, electronic and mechanical equipment in various water and wastewater treatment facilities and pumping facilities; does related work as required. The work of this class involves the maintenance and installation of electrical and electronic equipment and fixtures. Assignments are received in the form of oral or written work orders, although some work arises from inspection and preventive maintenance. The work is ordinarily performed independently, subject to inspection in process or upon completion.
Essential Functions of Position:
- maintains electrical and electronic equipment in water and wastewater treatment facilities and pumping facilities;
- install and maintain telemetering equipment;
- installs conduits, wires, pull boxes, switches, motor starters, circuit breakers, transformers, switchboards and other related equipment required in making addition, extensions or alterations in utility electrical systems;
- services, repairs and maintains lighting, power, heating and related systems;
- repairs and replaces defective parts and motors, generators, transformers, pumps, stand-by generators, batteries, switchboards, controllers, metering equipment, and other fixtures and appliances that are needed;
- performs preventative maintenance and keeps accurate records on all motors and other electrical equipment assigned to Utility Department;
- tests, locates and repairs trouble in electrical circuits and equipment;
- prepares plans and cost estimates of jobs, and orders necessary materials;
- design bid specifications for all types of electronic, mechanical and pneumatic instrumentation;
- design and build electronic instrumentation control systems;
- Install and maintain electronic circuit boards;
- install and maintain digital tone equipment;
- install and maintain hydraulic and fluid power equipment;
- assist in design of new booster, sewer lift station, water and wastewater treatment plants;
- install and maintain new booster, sewer lift station;
- design bid specifications for electric motors, starters and controls, variable frequency drives and direct current drives;
- install and maintain electric motors ranging in size from fractional horsepower single phase to 700 horsepower 4160 volt three phase;
- install and maintain electric motor control centers ranging from 4160 volt 3 phase, 480 volt 3 phase, 208 volt;
- installs and maintains all mechanical equipment at water, wastewater treatment plant as and pumping facilities;
- install and maintain variable frequency drives and direct current drives maintain variable resistant drives;
- supervise a group of workers as needed;
- performs related tasks as required.
Required Knowledge, Skills and Abilities: Thorough knowledge of standard practices, materials, tools and equipment of the electrical trade, including electronics; thorough knowledge of the occupational hazards and safety precautions of the trade; thorough knowledge electrical construction and maintenance, including installation for all sizes of electrical circuits, cables, wires, switches, telemetering circuits, motor starters, motors and related automatic equipment; thorough knowledge of the provisions of the local and National Electrical Codes applicable to installations, maintenance and repair work; thorough knowledge of all mechanical equipment used at wastewater, water and pumping stations; ability to read and interpret specifications, diagrams and blueprints; ability to locate and correct defects in electrical lines and equipment; skill in the use and care of tools and equipment of the trade; ability to design systems for motor installations, control systems, power circuits and lighting circuits; good physical condition. Ability to establish and maintain effective working relationship with other employees. Ability and skill to install, repair and maintain all the above.
Acceptable Experience and Training: Completion of high school supplemented by courses in electricity and electronics, preferably completion of apprenticeship training and considerable experience as an electronics technician or journeyman electrician, including experience with high voltage electrical gear and instrumentation, mechanical equipment; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
