Intelligence Analyst (ISC-9/24/2024) - New England HIDTA

Overview:

The Office of National Drug Control Policy (ONDCP) funds High Intensity Drug Trafficking Area (HIDTA) programs focused on reducing drug trafficking and its harmful consequences, particularly drug abuse and drug-related crime and violence. The Investigative Support Center (ISC) is an essential component of the HIDTA strategy with a mission to provide investigative support, analytical assistance, and intelligence products to law enforcement.

The New England HIDTA (NEHIDTA) is seeking qualified candidates for the position of Intelligence Analyst (IA). This is a grant-funded contract position contingent upon annual HIDTA funding provided by ONDCP.

The position will be based at the New England HIDTA Investigative Support Center to be located at Massachusetts State Police Headquarters in Framingham, MA.

Responsibilities:

• Serve as an all source Intelligence Analyst within the ISC.
• Conduct complex analysis into methods of transportation, drug trafficking routes, and the structure and operations of drug trafficking organizations using advanced structured analytic techniques.
• Work collaboratively with Federal, State and Local law enforcement to manage and conduct significant drug investigations and counter-drug operations within the US.
• Research and compile raw data from law enforcement proprietary databases, publicly available information, and other sources of information to enhance the identification and development of major investigations, operations, analytic projects, and deconfliction efforts.
• Utilize State and Federal criminal history checks, EPIC, HSIN, LEEP, Accurint, LexisNexis, NADDIS, and other portals to identify drug trafficking and money laundering organizations.
• Receive and process communications data including: subscriber information, pen registers, and toll records.
• Leverage analytic tools and programs such as Analyst Notebook, Palantir, PenLink to conduct social network and organizational hierarchy analysis.  Assist in the development of investigations through the creation of legal process documents, photo arrays, baseline presentations for operations, and the review of a wide variety of seized documents and materials.
• Present analytic findings through the production of finished intelligence products and through regular briefings to key decision makers.
• Travel to meetings and conferences to gather and share information with partners.  Attend workshops/seminars on drug trafficking trends and analytic tradecraft. 

Requirements

Qualifications & Skill Requirements:

• Must be a U.S. citizen and legally authorized to work in the United States.

• Must be able to pass pre-employment background check.
• Must be able to pass security clearance.
• Bachelor’s Degree from accredited college or university.

• Experience in synthesizing and interpreting data, preparing and presenting reports, research and writing (a writing sample will be requested).
• Solid command of MS Excel, Word, and PowerPoint, including expertise in formatting and design of reports, link charts, graphs, and tables.
• Ability to interact with staff (at all levels) in a fast-paced environment, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality.
• Be able to work effectively in an interagency environment with federal, state and local law enforcement and intelligence professionals.

Contract Term & Rate: One-year contract, $66459.60 (subject to renewal)

Benefits: The selected candidate will be hired as an independent contractor and will not receive benefits.

Background Check: The individual hired for this position will be subject to a background check and must be eligible to obtain a “Top Secret” security clearance.
