Summary Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as the Intelligence Exercise Plans Lead. Additionally, serves as a command headquarters-level program analyst for the Headquarters (HQ) Air Mobility Command (AMC) Intelligence Directorate, applying Air Force military Intelligence experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures. Responsibilities Develops, directs and performs full range of Intelligence analysis and evaluation on Intelligence exercise, contingency/crisis, and long-term planning efforts for war-gaming in support of JCS, USTRANSCOM, HAF and HQ AMC directed exercises. Provides required timely reporting of accurate intelligence planning to the HQ AMC Director of Intelligence, and Intelligence division chiefs. Reviews, analyzes and develops intelligence exercise training objectives prior to each exercise. Evaluates each training objective for continued validity and completeness and recommends necessary changes. Identifies and obtains databases, imagery, systems, organization, security, manning, pre-exercise training requirements, facilities, and funding to execute JCS, USTRANSCOM, HAF and HQ AMC directed exercises. Functions as the Expert MAJCOM Intelligence Exercise Planner for HQ AMC. Leads, plans, organizes, and directs the activities of the MAJCOM Intelligence Directorate's Exercise Planning Section ensuring that compliance with legal and regulatory requirements are maintained and customer's training needs are met. Represents HQ AMC Director of Intelligence at theater, national, and international conferences, exchanges, and meetings regarding exercise planning and execution equities. Responsible for frequent contact with senior intelligence analysts and planners from theater, national, MAJCOM, HAF, host nation and allied intelligence agencies for the purpose of exchanging analytical intelligence planning information, and collaboration resulting in authoritive direction. Plans, analyzes, validates, requisitions required exercise intelligence planning and execution resources for HQ AMC. Responsible for development, validation and submission of HQ AMC's intelligence manpower submissions to Air Staff and AFPC for conducting JCS and HAF authorized exercises. Identifies all intelligence requirements and initiates requests for additional personnel, overtime, equipment, supplies, and space resources while balancing training requirements with available resources. Represents HQ AMC/A2 with a variety of installation and functional area organizations. Establishes, develops, and maintains extensive contact and working relationships with HAF/A2, USTRANSCOM, other Regional and Global Combatant Commands, and subordinate wings and operational squadron intelligence representatives for the purposes of facilitating training requirements in projected exercise scenarios. Identifies the need for special projects and initiates milestones and goals. Meets with key customers and coordinating officials to assess intelligence customer satisfaction, explains organizational policy and procedures, and resolves problems that arise. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the intelligence cycle, relevant intelligence policy and guidance, and the structure, organization, roles, missions, and interrelationships of the national intelligence structure, DoD, and USAF; knowledge of a wide range of Air Force ISR capabilities, primary missions, force modernization, funding programs, and architecture initiatives in order to plan, research, write, coordinate, and inform MAF intelligence system and exercise requirements; comprehensive knowledge of AMC Intelligence and Operations directives, missions, functions, goals, roles, responsibilities, requirements, and objectives from the tactical operational unit to HQ AMC strategic level; the functions and processes associated with the national Intelligence community; and a broad knowledge Intelligence Community policies, entities and laws regarding intelligence related activities; comprehensive knowledge in directing and conducting intelligence research, analysis, and data extraction for use in Intelligence exercise products; comprehensive knowledge in planning, organizing, and directing intelligence functions and staff of an exercise control cell during exercise planning, execution and post-execution activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the intelligence cycle, relevant intelligence policy and guidance, and the structure, organization, roles, missions, and interrelationships of the national intelligence structure, DoD, and USAF. Comprehensive knowledge in directing and conducting intelligence research, analysis, and data extraction for use in Intelligence exercise products. Expertise in planning, organizing, and directing intelligence functions and staff of an exercise control cell during exercise planning, execution and post-execution (i.e. lessons learned) activities. 2. Comprehensive knowledge of both classified and unclassified computer and intelligence communications and messaging systems to support intelligence research and analysis efforts used for scenario development and execution as well as security procedures to maintain control of classified material. 3. Knowledge of the full range of intelligence research methods, techniques, practices, and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. 4. Expert knowledge of the interplay of geo-political, military, economic, and industrial forces in various regions of the world, as well as foreign Intelligence threat entities, operations, and capabilities that may be directed against the U.S., DoD, theater COCOMs and USAF. 5. Skill in communicating effectively with others, both orally and in writing, to influence and gain cooperation and support. Product and briefing recipients frequently include senior level decision-makers, and presentations may be conducted on an ad hoc/impromptu basis in order to obtain guidance to foster effective solutions. 6. Skill in analysis and production of intelligence plans, reports and other products that are responsive to the specific needs of intelligence customers to include formulating, gathering, organizing and analyzing intelligence information, resolving conflicts, and presenting clear and concise findings in oral presentations and written communications format. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
