INTERDISCIPLINARY BIOLOGIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST - Naval Facilities Engineering Command

Summary You will serve as a Biologist/Environmental Engineer/Physical Scientist in the Program Management Office of SIOP PMO PUGET SOUND PSNSY. Responsibilities You will assist in overall natural resource conservation program management, development, and execution of deliverables (e.g., documents and electronic tools) in support of Shipyard Infrastructure Optimization Program (SIOP). You will oversee the administration, implementation, and tracking of conservation measures, mitigations, and best management practices commitments. You will coordinate the work of environmental subject matter experts as it relates to natural resource regulations (e.g., Endangered Species Act, Marine Mammal Protection Act) and the National Environmental Policy Act. You will represent as an environmental technical expert at regulatory meetings. You will be responsible for preparing and presenting briefs to officials on the approach, issues and risk management strategies of SIOP. You will serve as a Technical Representative for environmental contracts supporting SIOP. You will develop and provide technical expertise on natural resource management plans and memorandum(s) of agreement with regulators in support of SIOP. Requirements Conditions of Employment Qualifications Selective Placement Factor (SPF): If applying as an Environmental Engineer (0819 series), you must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. Specialized experience must demonstrate the following: 1) Providing technical support and guidance to stakeholders with regards to natural resources conservation (including invasive species management) and mitigation measures to ensure compliance with natural resources laws, rules, and regulations; 2) Assessing project impacts on natural resources (e.g. terrestrial and marine resources, species habitat, and wetlands) to mitigate risks; 3) Consulting with regulatory agencies, as well as managing and tracking mitigation commitments or credits, and 4) Reviewing contractor plans to ensure natural resources compliance with environmental impact statements and environmental assessments. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Applicants for the Environmental Engineering Series (0819) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
