Salary Range: $100,000 - $140,000 annually
Job Summary: $100,000 - $112,500 annually
Provides leadership and strategic direction for Island Grove Regional Park, the Fairgrounds, and Event Center Department. Responsible for all business and operational aspects of the Regional Park and Events Center. Work involves strategic planning and ensuring customer satisfaction and the protection of City property and assets. Oversee a $2 million-dollar annual budget and 16 employees.
Experience, Knowledge, Skills:
Minimum Requirements:
- Bachelor’s degree in business administration, event management, marketing, or related field, from an accredited college or university.
- Five (5) years of experience in facilities and events management.
- Must possess and maintain a valid Colorado Driver’s License with a satisfactory driving record.
Preferred:
- Prior documentable experience working effectively with the agriculture community.

Knowledge:
- Event management including contracts, planning, operations, marketing, sponsorship. General understanding of liability insurance requirements associated with public events. Equestrian/agriculture industries and practices desired. General understanding of facilities management.

Essential Functions:
Budget
- Provides strategic direction, oversight, program evaluation and budget administration for all Island Grove programs. Works with staff to develop and implement program objectives.
- Analyzes services and programs to determine goals, staffing needs and budget requirements for existing and new programs and services.
- Oversees the development and administration of the annual budget for the department.
- Review and recommend annual facility policy and user fees.
Operations
- Provides overall leadership, including facilitating the development of long-term and short-term goals, objectives, strategies, and core values for the complex. Responsible for implementing long-term facility improvements while at the same time managing the day-to-day operations.
- Oversee management of reservation system and rentals of the Island Grove Regional Park Complex and other parks including contract administration and execution.
- Analyze event data to review event mix, profitability, and opportunities. Use data to make business decision to increase Regional Park profitability by actively pursuing new events.
- Negotiate and procure entertainment acts, shows, and programming for the Regional Park Complex Special Events. Work in coordination with the City Attorney's office and purchasing department to negotiate terms and conditions for performers and entertainers.
- Performs public relations and marketing functions to promote year-round usage of the facilities; attends meetings related to the promotion and function of the complex; attends events (as appropriate) and oversees public contact and promotion.
Compliance (Contracts, Agreements, Policy, Procedures)
- Work with the Purchasing Department to negotiate and procure contracts related to the logistics and professional services needed to execute all special events including security, admissions, traffic flow and parking plans, rental equipment, sound and lights, stages, and all other related services.
- Ensure proper documentation is received for special events, including but not limited to contract and insurance requirements, all payments, and all other state and local mandated permits and policies.
- Oversee liquor and concession agreements ensuring all state and local laws are followed and adequate access to resources is available for the organization.
- Develops and implements policies and procedures for the Regional Park and Event Center Division as necessary to improve efficiency.
- Negotiates and administers contracts and agreements for facility use with show promoters, organizational leaders, business owners, and the public; advises customers in organizing and planning activities and events based on knowledge of facility (as appropriate); manages renter invoicing and collection; returns refundable deposits as appropriate; makes recommendations for rental rate adjustments.
Supervision and Employee development
- Directs and supervises personnel including scheduling work assignments; hiring and training employees; reviewing work progress and completion; providing recommendations regarding employee job performance; conducting performance evaluations; counseling employees; and ensuring compliance with all applicable federal, state, and local laws.
City representation and support
- Serve as a staff liaison and work closely with the Island Grove Advisory Board.
- Represent the Regional Park special events at meetings within County and with outside agencies with facility agreements such as Farm Show and Greeley Stampede.
- Perform other related duties and responsibilities as require.

Must be able to smell to distinguish between normal odors or controlled substances. Physical ability and mobility to drive a motor vehicle to and from field and meetings. Ability to navigate uneven terrain. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful deadline-driven situations.

Ability to tolerate and be productive in a moderate to loud noise level in the workplace. Employee will have periodic exposure to hazards in the field such as driving and inclement weather and potential hostile clientele. Hazards include exposure to animals, animal waste and a wide variety of machinery associated with fairgrounds and event set up and tear down.
Special Requirements: Must possess and maintain a valid Colorado Driver’s License with a satisfactory driving record.
