About the Job
The County of Riverside's Information Technology (RCIT) department has an opportunity for an IT Communications Analyst III that will be assigned to Converged Network Services (CNS) located in Riverside.
The IT Communications Analyst III will be expected to demonstrate technical expertise in all core network communication functions and related systems. The incumbent will function as a subject matter expert over designated network systems. With proficiency the incumbent will implement, maintain, and troubleshoot large TCP/IP based Wide Area Networks (including campus environments), large Wireless Networks, DNS, MPLS, DWDM, and Firewalls. They will develop and communicate transport solutions to meet network changes and customer service requirements. They will also implement, configure, monitor, maintain, and support network equipment, site-to-stie VPNs, GlobalProtect, Cisco routers, Cisco switches, Palo Alto firewalls, Aruba wireless networks, Aruba ClearPass, InfoBlox appliances, and Solarwinds Network Monitoring. In addition, the incumbent will diagnose and troubleshoot network connectivity issues and work with vendors as needed in support of WAN circuits or Vendor equipment issues.
The department desires candidates that can understand network routing protocols such as EIGRP, OSPF, BGP and optimization strategies. Can demonstrate technical expertise in all core network communication functions and related systems. Have proficiency with NetBrain, SolarWinds, Infoblox, Palo Alto Firewalls, Aruba Wireless, MPLS. And possess the ability to communicate information clearly, confidently and professionally.

Please note : Will be on a rotating call out for resolution of technical issues and serve as a resource for the resolution of technical issues regarding network equipment qualifications.

Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services.
RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage.
RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.
EXAMPLES OF ESSENTIAL DUTIES
• Analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology, and cost and benefit analysis.
• Monitor, coordinate, and control network and remote access; monitor network components, on-line applications, and network connectivity; track and analyze problems and resolutions.
• Maintain communication system security and firewall requirements based on County standards and department needs.
• Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology.
• Measure network resource availability, performance, and capacity on a scheduled basis.
• Develop strategic plans for operation and growth of the telecommunication system.
• Troubleshoot system failures, performance deficiencies, and circuit and wiring issues.
• Install, configure, and maintain network hubs, switches, and routers.
• Evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development.
• Coordinate communication interfaces with federal, state, and local agencies and vendors.
• Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis.
MINIMUM QUALIFICATIONS
Option I :
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with course work in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Four years of successful journey level IT job-related experience with one of those years including either lead person duties or technically advanced IT job-related work. (One year as an IT Communications Analyst II will satisfy the one year of lead or technically advanced experience requirement.)
Option II :
Education:Possession of One valid Network certificate.
Experience: Four years of successful journey level IT job-related experience with one of those years including either lead person duties or technically advanced IT job-related work. (One year as an IT Communications Analyst II will satisfy the one year of lead or technically advanced experience requirement.)
Knowledge of: The principles, methods, and techniques used in the course of work for the IT Communications Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: In-depth problem, traffic and performance analysis; evaluating customer needs to define technology solutions; design and network topology analysis; principles, practices, methods, and techniques of communications technology.
Preferred IT-Related Skills: Analysis and design of network systems; strategic planning processes; analysis of networked, multi-platform environments; use of systems level management tools in resolving high-level technical problems.
Other Requirements
License: Possession of a valid California Driver's License may be required.
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
