About the Job
The Riverside County Information Technology (RCIT) department has an opportunity for an IT Database Administrator (IT DBA) III that will support enterprise data and analytics management for the entire County. The incumbent will report to the Enterprise Data Management and Analytics Manager and handle a wide range of data management and analysis tasks. You will play a crucial role in supporting data-driven operations across various County departments.
Key responsibilities will include: designing, implementing, maintaining, and supporting the enterprise data management platform on the cloud. This includes developing and automating data modeling and ETL/ELT procedures using tools like SQL, SSIS, AWS Glue, and Lambda. The incumbent will define requirements for scalable cloud-based infrastructure and tools for data management, analytics, and AI applications. The role involves collecting, analyzing, and providing insights from data across various domains, collaborating with business units to understand data contents.
The IT DBA III will also design and implement secure credential management and encryption, execute data governance, and conduct data integrity audits. Responsibilities include automating manual processes, optimizing data delivery, and monitoring data environment performance. The IT DBA III will provide technical support, troubleshoot issues, assist in building the AI platform, and develop business intelligence products like reports and dashboards using Power BI and Tableau.
The ideal candidate will have strong experience in designing and managing cloud-based data management platforms and proficiency in SQL, SSIS, AWS Glue, Lambda, or other ETL/ELT tools. The Riverside County Information Technology (RCIT) department provides information technology services to County departments and agencies and is entrusted with managing and safeguarding the County's enterprise and mission-critical solutions and infrastructure. EXAMPLES OF ESSENTIAL DUTIES
• Define the requirements of a scalable cloud-based infrastructure and tools foundation for enterprise data management, data analytics, and AI applications.
• Involves in the collection, compilation, and insightful analysis of data across various domains.
• Wok with business to develop domain knowledge and good understanding of data contents.
• Identify requirements for data ingestion, data integration, and ETL/ELT from various data sources. Design, develop, and automate ETL/ELT procedures by utilizing SQL, Microsoft SQL Server Integration Services (SSIS), AWS Glue, Lambda, or other tools. Deploy scalable data pipelines and ETL/ELT processes on cloud-based infrastructure.
• Design and implement secure credential management and proper encryption. Execute enterprise data governance.
• Automate manual processes and optimize data delivery by designing scalable data infrastructure and implementing performance enhancing solutions.
• Conduct detailed data integrity audits.
• Monitor enterprise data environment performance, stability, and availability.
• Provide technical support to end users of enterprise data environment.
• Trouble shoot problems by analyzing log files, error messages, and system performance metrics to identify root causes, , and implement appropriate solutions in a timely manner.
• Assist in the building up and support of the AI platform.
• Develop business intelligence products such as reports and dashboards using Power BI, Tableau, or other visualization tools.
MINIMUM QUALIFICATIONS
Education:Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment.
Experience: Five years of successful journey level IT Database Administrator related experience, one year of which included either lead person duties or technically advanced IT job-related work. (One year as an IT Database Administrator II will satisfy the one year of lead or technically advanced experience requirement.)
Other Requirements
A successful Security Clearance conducted by the Sheriffs' Department is required for this position within the Riverside County Information Technology Department.
Possession of a valid California Driver's License is required for this position.
Knowledge of: The principles, methods, and techniques used in the course of work for the IT Database Administrator series; principles and techniques applied to IT devices, applications, and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: RDBMS modeling, design, replication, propagation, and tuning; working in a multi-user, multi-platform network environment with understanding of dB/OS interaction. MS SQL Server Administration and Design, SSIS, ETL Processes, Transact SQL.
Preferred IT-Related Skills: RDBMS in a client server environment (Windows Server) and IIS Web Environment. internal consulting to determine user information requirements, identify systems of origin and encourage enterprise resource use.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
