The Plans and Programs functional group is focused on CAOC wide programs and processes. This area is responsible for gathering and managing end user requirements for communications and IT capabilities, working with the CM team and technical SMEs for review and action, along with the support of all plan management activities. This includes assisting the Functional Area Agreements Coordinators for drafting, reviewing, processing, and maintaining MOUs, MOAs, and SLAs. Works with the SMEs from the other functional areas to review changes and provides information to other teams on approved changes. This includes ensuring all changes follow the Authorized Service Interruption (ASI) Coordination Process, ensuring identification, scheduling, coordination, and approval based on SPIN-C and DoD, USAF, USAFCENT directives. Cybersecurity/ IA and Cyber Mission Defense collectively provide the procedures and processes, derived from AFCENT ACCC IA standards and core services, to ensure the overall cybersecurity of the network and critical AFCENT operational data.

Responsibilities:- Provide direction and guidance for the Plans and Programs Support Team.
- Provide requirements, plans, agreements and project management support services for Enterprise and AOC networks and systems.
- Perform daily management of communications and IT requirements development and processing and project management tasks.
- Plan, initiate and manage communications and IT projects, leading and guiding work of technical staff, and serving as a liaison between business and technical aspects of projects.
- Oversee all of project management to include coordinating resources, assigning responsibilities, establishing deadlines/milestones, monitoring progress to ensure targets are met, and providing status to unit leadership.
- Coordinate with the facility manager and the base civil engineer for facility support requirements.
- Develop, maintain and provide comprehensive Project Management Plans.
- Conduct life-cycle sustainment and logistics support planning to identify human resource, training, parts, and warranty and license management requirements.
- Develop, review, coordinate and process Project Support Agreements (PSAs), project packages, design packages, test plans and related project documentation.
- Evaluate organizational requirements/project management processes and provide recommendations for process improvements.
- Assist with plans management activities to include receiving, logging, safeguarding, distributing, reviewing, updating and maintaining plans.
- Assist unit Functional Area Agreements Coordinators (FAACs) with support agreement management activities to include drafting, reviewing, processing, filing and maintaining agreements (e.g., Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), Service Level Agreements (SLA), etc.).
- Assist with exercise and inspection support planning to include attending meetings, gathering end-user requirements, evaluating resource requirements and availability, and coordinating the delivery of the required capabilities and technical support.
- Prepare and provide ad hoc reports and briefings.
- Participate in meetings.
- Develop and submit recurring or ad hoc Project Status Reports.
• 7 yrs. exp. with CAPM or 4 Yr. Exp with PMP certification.
• Clearance: Secret.
