Position Summary Information
General Summary
This is a non-merit system, employment-at-will, long-term contract position.
This role is eligible for a hybrid schedule. Must work in the office at least 3 days per week.
TheIT Project Managermanages the design, development, maintenance, and implementation of project plans for IT solutions, ensuring the plans are adhered to and worked to completion.
Responsibilities include analysis of requirements, defining scope, identifying project milestones and critical paths, assessing and mitigating risks, and coordinating project kickoff and closeout activities. Assumes responsibility for completing all phases of project activities per WSSC Water project management methodologies and standards; and regularly reports the status of ongoing projects to IT management and project stakeholders.
Essential Functions
+ Analyzes project requirements to define project scope and establish fulfillment criteria
+ Develops, maintains, revises, and distributes comprehensive project plans for assigned IT projects, accounting for internal and external dependencies as well as resource and deadline constraints
+ Works with the IT staff and internal WSSC Water customers, contractors, consultants, and/or product implementation teams to establish critical quality control checkpoints, including acceptance criteria sign-off, critical staffing plans, project schedule and timeline commitments, critical path definition, training, and project status reporting
+ Builds strong relationships with project stakeholders; anticipates issues and uses critical thinking skills to plan stakeholder elicitation sessions
+ Proactively identifies and assesses risks and works with management and project stakeholders to create, implement, and ensure compliance with risk mitigation plans
+ Develops, reviews, and ensures compliance and/or coordination with requirements plans, training plans, and readiness acceptance plans
+ Develops the project budget, and ensures adherence to approved budgetary limits
+ Develops reporting system to track budget status
+ Approves project invoices per delegation of authority, technical project accomplishments, and contract(s)
+ Conducts post-implementation review to document lessons learned and provide guidance for future implementation work; gathers data and prepares diagnostic and prescriptive reports on significant group or institutional issues
Other Functions
+ Coordinates the work of contributing Teams, Offices, Business Units, Business Analysts, Subject Matter Experts (SMEs), and functional and technical consultants to ensure cross-departmental communication, problem identification, and resolution
+ Assists, guides, and advises the team on all aspects of systems and applications project planning, implementation, and support
+ Reports key metrics on project activities
+ Performs related duties as assigned

Required Knowledge, Skills, And Abilities
+ Good knowledge of Agile project management principles and practices and associated organizational management systems
+ Ability to maintain project team focus and structure; including the development of a project management plan comprising schedule, budgetary, contractual, human resource, and stakeholder elements
+ Good knowledge of the software development life cycle ( SDLC ) methodologies and best practices as they apply to project management and design, with the ability to make practical application of project planning and management principles and practices at all SDLC phases
+ Comprehensive knowledge of industry standard project management best practices
+ Ability to organize and lead cross-functional project teams to produce deliverables on time and within budget
+ Proficiency in the creation and maintenance of complex projects utilizing Microsoft Project 2010 or similar enterprise project management software
+ Demonstrated ability to perform analysis and make recommendations to improve project design and performance, including the ability to identify and analyze requirements, dependencies, risks, critical paths, and needed resources
+ Ability to communicate effectively both verbally and in writing, including status reports, project summaries, scoping documents, lessons learned, and other project-related documentation
+ Ability to understand agendas of other functions, divisions, and business sections within WSSC Water and to integrate that understanding into the decision-making process of the team
+ Ability to align activities and projects to promote key organizational strategies and structure
+ Ability to build effective teams with both management and employees and facilitate the work of groups and/or teams
Minimum Education, Experience Requirements
+ Bachelor’s degree and 4+ years of demonstrated experience successfully managing all phases of the software development life cycle phases, from initiation to closeout, for IT projects
OR
+ High School diploma (or equivalent) and 8+ years of demonstrated experience successfully managing all phases of the software development life cycle phases, from initiation to closeout, for IT projects
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ PMP certification
+ Master’s degree
+ Experience with MS Project Server 2010 or above
Salary$105,080 - $178,920
