IT Specialist (Data Management) - National Oceanic and Atmospheric Administration

Summary This position is located in the National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite & Product Operations (OSPO), Systems Support Division (SSD), Satellite and Data Systems Branch (SDSB), with two vacancies in Suitland, MD. Responsibilities As an IT Specialist (Data Management), you will perform the following duties: Reviews, implements, and recommends information technology security, information assurance, and information technology policy and planning plans, programs and initiatives that involve data onboarding and distribution systems. Develops and fosters relationships with other agencies and international partners regarding the sharing of data and the resources required to accomplish NESDIS and NOAA-wide mission objectives. Provides primary leadership guidance on satellite data systems by serving as an expert consultant on future requirement formulation involving IT systems that support science observation platforms. Performs complex IT-related technical problem resolution with other science and IT experts to resolve technical problems that impact science data collection capabilities. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 (GS-13/14) grade level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Developing, designing, and implementing or troubleshooting database or associated software applications; (eg. use of cloud techniques.) Assisting with authoring policies that encompass data access, roles and responsibilities, data standards or best practices; and Assisting with leading data solution programs or projects that include multi-disciplinary teams. CONDITIONS OF EMPLOYMENT: This position requires a Non-Critical Sensitive clearance as the incumbent requires access to secure spaces where a SECRET clearance is required.
